New Delhi: After lying low for more than a year following the 26/11 Mumbai attacks Lashkar-e-Toiba's front organisation Jamaat-ud-Dawa (JuD) is back in business.

The Jamaat is holding a Yakjaiti-e-Kashmir (Kashmir Solidarity conference) at Muzaffarabad in Pakistan Occupied Kashmir on Thursday.

Terror group Hizbul Mujahideen commander Syed Salahuddin, Jamaat leader Abdul Rehman Makki and former ISI chief Hamid Gul are likely to attend the conference.

JuD is also planning more such conferences across Pakistan in the coming weeks.

The conference in Islamabad will be addressed by JuD chief Hafiz Mohammad Saeed, the alleged mastermind of the 26/11 attacks.

The development comes at a time when the Centre has begun to concede that Pakistan is acting against the Lashkar and the 26/11 perpetrators.

After the 26/11 terror attacks, the United Nations banned the JuD and its chief

Saeed was placed under house arrest by the Pakistani government.

However, Saeed was later released as the Pakistani government failed to substantiate the charges levelled against him.

The conference in Muzaffarabad is being held after a gap of several years as such gatherings were not permitted by authorities after former dictator Pervez Musharraf clamped down on jehadi groups following an assurance to New Delhi that Pakistani soil would not be used for anti-India activities.

Indian government sources said that if the reports of the terror meeting is true then it is a matter of great concern for the country.

Sources said that the meeting clearly showed that Jamaat-ud-Dawa was not a charity organisation as Pakistan has been claiming and is one more proof that territory in Pakistan was still being used for anti-India terror activities.

An anti-India jehadi rally to express "solidarity with Kashmir" was organised on Thursday in Pakistan-administered Kashmir by the Jama'at-ud-Dawaah (JuD), a banned frontal organisation of the Lashkar-e-Tayyaba (LeT) terror outfit.

New Delhi is keeping a close watch on the Muzaffarabad meeting "Yakjehti-e-Kashmir" (Solidarity with Kashmir) the JuD held after lying low for over a year following the Mumbai terror attacks. The gathering began Thursday and is likely to go on for a couple of days.

"Let us see the resolutions they adopt after this meeting," said a home ministry official.

The meeting is expected to be attended by top jehadi leaders including Hizbul Mujahideen commander Syed Salahuddin and JuD leader Abdul Rehman Makki.

To be addressed by LeT commander and JuD's chief of the Pakistan-administered Kashmir chapter Abdul Aziz Alvi, it is seen as the terror outfit's stepped up approach to shift its focus back on Jammu and Kashmir.

LeT chief Haafiz Saeed, blamed by India as one of the main conspirators of the 26/11 attacks, is expected to address a similar rally in Islamabad Friday, an official said.

Former chief of Pakistan's Inter-Service Intelligence (ISI) Hamid Gul, an invitee to the conference, said the Pakistan government was aware about the jehadi rally and India's unhappiness did not matter.

"If India is feeling unhappy, let them (be)," Gul told news channel Times Now. He said the meeting was "an important human cause" and India should "face the reality in Kashmir".

Denying that the JuD, banned by the UN, was a terror outfit, Gul said: "India and Pakistan should make clear the distinction between terrorists and freedom fighters."

The meeting comes as foreign secretaries of India and Pakistan are likely to meet after Home Minister P. Chidambaram's expected visit to Islamabad later this month, brightening the chances of resumption of the composite dialogue that stalled after the 26/11 terror attacks.

We do not have any problem with any political rally. But we do have SERIOUS problem with terror attacks on our civilians, our parliament or hijacking of civilian aircraft risking all aboard for exchange of these killers and letting these ***-hole killers walk free and promote hatered in these, so called rallies. Supporting organizations banned by the UN speaks volumes about the real intention of the concerned agencies etc.

Only a complete hate-mongering moron, who are coward enough for fighting like men, would support these hired killers.

Home grown groups are now daring at their own people. LET, Quaida and Taliban, JUD,HIZB grown in pakistan has now started to take control of thier own land in SWAT, NWFP etc etc. so never should get into this mess. peopel learn from mistakes atleast now and dont grow hatered against India in this fashion.

Involvment of ex-intel chief is somewhat worrisome for India. He is a extremist supporter and this is an open fact. This means valley is going to see violent days. :tdown:

In Lahore, Pakistan’s second largest city, thousands of people took to the streets chanting “Allah Akbar” (God is greatest), “We want jihad against India” and “Kashmir will become Pakistan”, an AFP reporter witnessed.

This is more clear in the statement. My suggestion to these guys, day dreaming is not good for health!!

“I warn India to stop human violations in Indian Kashmir and pull out its forces from there. The UN and America should also stop India from its cruelties,” Raja Mohammad Naseem, a provincial minister, told participants.

Is this state involement or he is also a non-state actor. Very nice response for dialogue offer.

ISLAMABAD: A day after Islamabad said it was seeking a clarification from New Delhi on the agenda for the proposed Foreign Secretary-level talks, the Jamat-ud-Dawah, front organisation of the Lashkar-e-Taiba, the group blamed for the Mumbai attacks, held a public meeting here vowing to seize Kashmir by force and threatening “rivers of blood” in India.

In Lahore too, the JuD organised a public rally, led by Hafiz Saeed, alleged by India to have masterminded the Mumbai attacks.

The rally went from the JuD headquarters in Chauburji to the University Grounds, where Mr. Saeed led the participants in Friday prayers.

It proceeded to the famous Masjid-e-Shohada on Mall road, where the second tier leadership of the group made anti-India speeches. However, Mr. Saeed did not speak at the public meeting.

The meetings were held alongside other country-wide events to mark Kashmir Solidarity Day, annually observed in Pakistan on February 5. The JuD rally in the capital was held at Aabpara chowk in the heart of the city, a short walk from the barricaded headquarters of the Inter-Services Intelligence.

The JuD is on the United Nations terror list as a front of the LeT, but Pakistan has not banned the group. This is the first time after the Mumbai attacks that the group has come out openly, dropping last year’s cover of “Falah-i-Insaniyat”.

The government, which took some steps against the JuD and placed Hafiz Saeed under house arrest days after the Mumbai attacks, seems to have given it a long rope now.

Friday’s meetings in Islamabad and Lahore followed the one on Wednesday in Muzaffarabad, capital of Pakistan Occupied Kashmir.

In the capital, it was not a crowded meeting, the cold and steady drizzle dampening enthusiasm for the event, but the speakers more than made up for this. Banners and posters with the JuD ensignia were found everywhere.

“Whenever our jihad in Kashmir nears success, India becomes ready for talks,” Abdur Rehman Makki, deputy to JuD leader Hafiz Saeed, told his audience, mostly traders from the local market, students from madrasas and JuD activists bussed in from Rawalpindi.

“But what is this dialogue all about? [Former President Pervez]Musharraf tried dialogue for eight years. What did he get? What did Pakistan get? A ban on Lashkar-e-Toiba, while Shiv Sena is allowed to go free,” he said.

India and the U.S. were trying to make the Kashmir cause a part of the “war on terror,” he said, but if India did not pull out its troops from there, “each one of the 17 crore Pakistanis would struggle step-for-step with the Kashmiris in the massacre of Indian soldiers until the last soldier is dead.”

The JuD, he said, “is a reality of Pakistan, and anyone who tries to finish it will not succeed.”

Mr. Makki also railed against the United Nations and the U.S. “Ban us all you like. It is meaningless. It is no more one Hafiz Saeed, every citizen of Pakistan will fight for Kashmir until the last drop of his blood,” he said.

He warned that jihadis were ready to fill the Ravi river with “blood on the water” to avenge what he alleged was India’s denial of river waters to Pakistan.

“Kashmir had become a cold issue. But by denying Pakistan water, India has ensured that every farmer in Punjab is lining up with his tractor and plough, ready to overrun India.”

At one time, jihadis were interested only in the liberation of Kashmir, but the water issue had ensured that “Delhi, Pune and Kanpur” were all fair targets, he said.

A string of other JuD speakers praised jihad, and urged Pakistanis to take to it in “Kashmir, Afghanistan, Iraq and Palestine.” The Pakistan People’s Party came in for its share of criticism for straying from Zulfikar Ali Bhutto’s promise of a “100-year war” for Kashmir.

The Pakistan Muslim League (N) spokesman Siddique-ul-Farooq, and Sardar Khalid Ibrahim of the “Azad Jammu and Kashmir” Pakistan People’s Party also spoke. at the meeting.

Jamaat-ud-Dawah chief Hafiz Mohammad Saeed, who is accused of masterminding the Mumbai terror attacks, on Friday said the only solution to resolving problems between India and Pakistan is the 'liberation of Jammu and Kashmir', failing which radical groups will resort to the 'option of Jihad'.

Addressing a gathering of about 10,000 people at the Mall Road in Lahore to mark 'Kashmir Solidarity Day', Saeed said this is the message he would convey to Home Minister P Chidambaram, if he came to Lahore during his upcoming visit to Pakistan.

"We are not against composite dialogues. I ask Chidambaram to first come to Lahore before going to Islamabad and hold talks with me. I will tell him a solid solution to the problems between India and Pakistan," said Saeed.

"There is only one solution to all the problems -- liberate Indian-held Kashmir. Otherwise the option of Jihad (holy war) is open for us," Saeed said.

He also warned India that the liberation of the erstwhile state of Hyderabad was also on the JuD's agenda. Saeed, also the founder of the banned Lashker-e-Tayiba, warned the Pakistan government not to fool the people in the name of the composite dialogue with India.

"Our rulers get happy whenever India expresses its wish for talks with Pakistan. I want to tell them that India will never talk about liberating Srinagar and Jammu and Pakistan must understand this," he said.

The JuD chief said his group "had already tested the Indian Army". He also spoke of the Indian role in the creation of Bangladesh by 'dividing Pakistan' and the demolition of the Babri mosque in Ayodhya. He claimed that after blaming the JuD for the Mumbai attacks, Indian leaders had now started finding the culprits responsible for the assault within their country.

Saeed also said it was the 'religious' duty of every Muslim to help members of the religion who are in trouble in any part of the world. "Now the time has come to free all occupied areas. We are on the right side," he said as his supporters cheered.

The JuD organised the gathering on the Mall Road, the main thoroughfare in Lahore, as part of a series of rallies and meetings across Pakistan on the occasion of 'Kashmir Solidarity Day', which is observed to protest the 'occupation' of Jammu and Kashmir.

These are the first major public events organised by the JuD, which had kept a low profile in the wake of the Mumbai terror attacks due to the scrutiny of its leaders.

Authorities put in place strict security measures to avert any untoward incidents during the JuD meeting. Leaders and activists of other hard-line groups also participated in the meeting. Among them were Farid Ahmed Paracha of the Jamaat-e-Islami, Hurriyat leader Ashraf Sawaf and United Jehad Council leader General Abdullah.

Saeed was detained after the United Nations Security Council declared the JuD a front for the LeT in the wake of the Mumbai attacks.

However, he was freed on the orders of the Lahore high court after six months. Seven men, including LeT operations commander Zakiur Rehman Lakhvi, are currently being tried by an anti-terror court for allegedly planning and executing the Mumbai terror attacks.
 
Good to see that the Kashmir Solidarity Day was celebrated in a big fashion. I'm hearing of rallies all over Pakistan. There is a curfew (though unofficial) in Srinagar and other areas, and pro-independence and pro-Pakistan leaders have been placed under house arrest. Hence, the least we can do to show our support with our brothers is observe the KSD with passion.

Dialogue should always be encouraged. It's the only way possible, practically speaking. Violence will only delay the ultimate decision, but first and foremost, the people of India will have to realize and become aware of ground realities. For far too long this issue has been swept under the rug, and instead everyone wants to talk about "Pakistan backed insurgency". Well, the insurgency, according to Indians themselves, began after 1987. From 1947 to 1987, you took no notice of these people, and after 1987, you claimed their cause is not legitimate. This must change. The voice of reason should come from within India first, as no politician on either side will dare go against his own people's wishes.

But anyway, it's all been discussed many times before. Therefore, all there is left to say is, I support the right of self-determination of the people of Jammu and Kashmir, and ideally, this will be achieved through negotiations.

By the way, why is every article posted here either from The Hindu or Rediff or INS? What's with all the drum-beating and ho-hum? Now they have a problem with us celebrating a symbolic Solidarity day?

Let's stick with Reuters, AFP etc., and we can include, Dawn News, Geo News and Times of India as well.

Forget about the headline...If this is not anti India, what is your definition of anti- India when your jehadis openly threatening “rivers of blood” in our country. If someone is talking about JIHAD, what does that mean? Is it a peaceful movement, the answer is NO.
How can govt. of Pakistan allow a banned organization to operate and hold rally in Pakistan or Pakistan controlled areas. Your formal ISI chief is special invitee and it shows PAK govt. is clearly supporting these groups.

All Pakistani's support our regions to be returned back to Pakistan

We all welcome India dialog , but its really about what the people want in the region since 1947 -

Most indians make it a sentamental issue when the issue is very simple that Kashmiri people are mostly muslim and they want reconciliation and reconnect with Pakistan

Its logical Even a 100% under UN is acceptable provided that Kashmir can be returned back to us just like Hong Kong went back to China peacefully

The rally was not organized by a banned group, it simply included members of a banned group. Also, the ISI chief, once retired, is just a regular citizen of the country who is free to go to any rallies he likes. In other words, legally, there are no grounds to shut these down, just like your governments doesn't go after people who shout "Pakistan ko cheer denge" in some of your rallies.

I don't think that such rallies are the best way to fight for the cause of the Kashmiri people, but I also think that sometimes, it's necessary to show the alternate to negotiations. "Rivers of blood" or round-table conferences? We know which method Kashmiris and Pakistanis would prefer, the ball is in India's court.

That's not the right tone. We don't "own" Kashmir. When we act like Indian Occupied Kashmir "belongs" to us, we make ourselves equal to those who are bent on denying the people of that region the right of self-determination. What you should be saying it, let them choose. The regions with majority votes for India can go to India, the region with majority votes for Pakistan can be included in Pakistan. Simple as that.
