Sometimes, these things can happen during the height of militancy. And 1991 is one such times.
You dont really know who are good or bad villages at the start. But these actions of soldiers must be punished if true.

This incident seems to have occurred a long time ago if it indeed did occur. There is no need to plaster make up over a sore wound. An independent commission of enquiry preferably by a judge from that region should have been established to ascertain whether there was any merit to these allegations. These are serious allegations after all. If India regards J&K as part of its territory then the people living there are entitled to protection under Indian law. If there are any merit to these allegations then it these are serious allegations. If the Indian army did commit these atrocities in J&K then what will stop them from doing the same in any other part of India where a state of emergency is declared? Hopefully somebody will take up the issue and either debunk or prove these allegations with facts. Just a bland statement by the authorities then that the allegations were all too consistent and therefore have no basis for legal prosecution is unjust to those claiming to be victims

Nothing proved..that is but a lame excuse for those who want to keep their heads buried in sand. Proofs of Pakistan army's deeds are far more concrete than anything against Indian army.

As far proving in court is concerned, did you hold any trial for the atrocities committed? Did you conduct any investigation?

All you did, was to hide a commission report which was already severely watered down to give your army a face saving, calming the report has been lost, when all the while it was under lock and key at GHQ Rawalpindi.

FYI trial on war East Pakistani war criminal, who corroborated with Pakistan is still going on in Bangladesh...with your army's deeds coming to light every single day!!

71 crimes right? ur army has been doing it since 47 in all parts of india n IOK?! wife swapping,raping minors in congo,rapes n gang rapes in IOK and even N.E......and the only thing you can do is talk abt the unproven crimes of 71? what a pitty... first ask ur army to stop raping ... its 2013 for gods sake!

Get your own house in order guys, before pointing at so called atrocities committed by Indians in Kashmir. This thread is gonna get top awards by our Pakistani friends who seem to have gone berserk bashing India as if there's no tomorrow! They just need a little article like this, never mind if it's from the age of the dinosaurs, to spark their fuses and then they're all over, beating drums and playing their trumpets to the words of...
