It was a small group of acamedicians or called Paris student group who commanded power. In short, these guys were part of the group - Pol Pot, Nuon Chea, Ieng Sary, Son Sen, and Khieu Samphan. In fact, Khieu Samphan was equally powerful as Pol Pot and this is the group which dictated terms. You only need to see the skulls arranged in racks in killing fields classified as skulls of children and skulls of women etc to realise these people are power hungry monsters who have scant respect for humanity.

And it is very difficult for Maoists to come to power in India courtesy the legacy of Nehru(one good aspect we can say about Nehru) - Indian government is willing to work it out and make compromises and accomodate various interests if peace can be achieved - that is how Nehru was able to calm Sheikh Abdullah, stop the Hindi agitation and his successors have worked it out with various separatists movements.
Oh yeah, as if we will believe the words of a half Pakistani / half Indian Maoist sympathizer about our newspapers.
