true, that doesnot mean it should not do its job, its police's job to maintain law and order, even in Rio, they didnt call in army to fix the mafia thugs, they trained and depoliticized their police to do the job... and they did a pretty good job..
Its not army's job, army's job is to secure the border from external threats and help in natural disasters.
Of course, i don't mean to imply that we get army off from borders and deploy them into cities, but rather we should put the police under Army's control and all other civil security institutions under Army control as well. We might see limited troop deployment in areas with sever criminal activity but other areas will need a increase in police and rangers units.
