Dont think we should compare these incidents.
1 was simply murder, the other an act of cowardly terrorism.
Both should be condemned.

Yeah

But i don't see the outrage for the one in Quetta

In fact i see some particular group of people justifying the terrorist group who killed the seven year old kid

Hayat's killing and other incidents of abuse of authority is what you can expect when you pit a border security force into a counter-insurgency situation. Turbat is the worst affected of the districts of Balochistan to militant violence. It's obvious that the troops were trigger-happy and frustrated. Such acts are highly condemnable but unfortunately part and parcel of COIN Campaigns; regardless of time, place, and state.

Glad that FC handed the unruly trooper over. Hope that proper justice is done so that the aggrieved family is consoled.

The military's image in influential/intellectual circles was already not shimmer. Such actions will make it's reputation in the general populace hit rock-bottom. But I reckon the Chief is pretty uninterested in mil-affairs and has a knack for delving into fields that should not be of his interest. Though you can't expect more from some-one who has never served in a local COIN environment, whether FATA/KP or BLN. Yes, that's my frustrated innerself speaking.

FC needs another fresher course IMHO. I have witnessed that they are usually unurly and not as disciplined as regular army troops. Some of the earlier pictures show that some of them are not even wearing their fatigues properly.
