Absolutely correct, but remember PMLN offers all parties pre May 13 elections that we should sit together and agree on a 25 year future economic plan, no one could deviate whomsoever rules in this period.......the point is direction and desire is there from PMLN but unfortunately no one buys it especially PTI. Land acquisition is now one of the biggest costs of metro and the way land prices have skyrocketed, the incremental costs by the virtue of acquiring more land are significant. For example, RWP-ISB metro faced this situation where they had to redesign the route failing to demolish a graveyard laying in original plan. Similarly in KPK, the Govt tried a "Mufta" by assuming that railways will lease the land on nominal prices but now failing this will have to acquire land and design alternative route.
