How can anyone use this to store liquor?

I really wouldn't know mate. Maybe they used it for stocking alcohol in bottles. Nonetheless Govt' food godowns were being misused to store alcohol.

Ask the FCI officials who were arrested for wasting 12,000 tonnes of wheat to rot while police found out thousands of bottles of smuggled liquor.

It amazes all of us to this day as to how it happened.
