a) Shimla Agrement under clause II & V says :-

(ii) That the two countries are resolved to settle their differences by peaceful means through bilateral negotiations or by any other peaceful means mutually agreed upon between them. Pending the final settlement of any of the problems between the two countries, neither side shall unilaterally alter the situation and both shall prevent the organization, assistance or encouragement of any acts detrimental to the maintenance of peace and harmonious relations.

(v) That they shall always respect each others national unity, territorial integrity, political independence and sovereign equality.

Pakistan has been shelling BOPs or Border Post from Banihal to Siachin.
Cover Shelling was used as a Policy since 1989 to give cover fire to push in Militants. For first time after 1991 and 2002 have Indian Army firmed abut 5300 Mortars from 51 MM to 81 MM which is less than 6000 Mortar's fired in Kargil War.
Note - We never used 120 MM Mortars which is a Heavy Counter fire Weapon.

Manmohan Sigh ruined Negotiations by allowing Pakistan to indulge Hurriyat in Discussions.
Note We give Protection to Hurriyat and they talk Rubbish. Sir if we take the cover off they will not even survive 3 hours. In your Nation will your Generals do such an Act for Baluchi Freedom Fighters. This is called Might of Democracy...

You are depleting your ammunition at 10 times the speed and wearing down the barrels of your heavyguns at 10 times the speed----so your maintenance is 10 times intensive as well.

My evaluation is that india will be able to do it 3 -5 times before the top admin gets the bill----.

It would be interesting to see how many of those instigators of the cross border shelling in the admin---have their cronies in the procurement of ammunition and other items to be replenished.

There is more to it that meets the eye.
