Pakistan is an Islamic republic and can only have an Islamic leader. Up till now, all of Pakistan's leaders have been Muslims. So, it's not a secular country.

India has no religious restrictions. Any body can become a prime minister or a president. India has had Muslims in political positions and even had a Muslim president. That means, it's a functioning secular country.

Now to address your 'no Muslim PM' concerns. People don't just wake up and become prime ministers. You kinda have to work for it. If India never had a Muslim prime minister, maybe there was no one suitable to fill that position. Doesn't mean it'll never happen. Any future PM will have to be extremely popular.

Your next argument is gonna be ' no Muslim can be in political power cause a Muslim leader will never gain the support of majority India'
To that, I say look into Abdul Kalam. He was one of THE MOST POPULAR presidents in India. Solid qualifications. Proven service to the defense and military institutions. Well educated. Right now, I don't see a similar candidate for PM position but there is nothing stopping one from existing.
