The main risk is the PL-12 etc missiles falling into Western hands. Argentina is fickle and switching sides to pro-USA is not out of the question.

I would not sell export PL-15s to Argentina. Not for many years.

Argentina is not desperate enough for JF-17s, they simply want to challenge a bully UK. And could make a deal (debt to wall street bankers) to betray China and Pakistan. Selling the best missiles to someplace within the Monroe Doctrine/RC is a risk.

I would force Argentina to secretly align with China, permanently, in the deal. However, how permanent is democracy and a new administration could sell the missiles or even the planes to the USA, for debt relief.

The best option is to sell the planes that are modified to fire Russia missiles. No missile sale to Argentina. Deal with the Russians.

Peru has the R-77 and many other parts of the world do too. Russia is not afraid of the US and neither is the US afraid of Russia, they are on the same side.

Chinese does not know the USA EW capabilities. There could be something China leaves the same on the Chinese PL-12 and export PL-12, that the US could exploit if Argentina sells a missile to the US. I don't trust the Argentinians.
