Everytime I read such stuff, I wonder if the leaders who rejected the Cabinet Mission Plan and refused to accept a loose Indian federation must be turning in their graves. I agree it is inability to stop it - my view is such inability built over time within the system and any responsible government should have seen that as the inescapable result. An analogy would be the level corruption in India. The government in spite of all its intent is unable to root it out - why? because it has been allowed to take root into the system for a decade+ that people and babus think it is normal.
