Major Japanese companies are interested to invest in Bangladesh's various sectors, including food processing industries, Japanese Ambassador in Dhaka Shiro Sadoshima said Sunday, reports UNB.

The Japanese envoy said this when he met Prime Minister (PM) Sheikh Hasina at her office (PMO).

Mr Sadoshima said Japan has proposed Bangladesh to constitute a joint taskforce comprising government and trade body representatives from both the countries to create a better investment environment in Bangladesh.

He said the proposed taskforce will explore the prospective areas of Japanese investment in Bangladesh, identify the problems in attracting Japanese investment and make recommendations to remove the hurdles facing by Japanese companies operating here.

It will also identify the areas of cooperation for the promotion of business between the two countries.

PM's Press Secretary Abul Kalam Azad briefed reporters after the meeting.

Mentioning Bangladesh's zero tolerance policy to terrorism and militancy, Hasina told the Japanese envoy that Bangladesh shares Japanese commitment to peace building and the elimination of nuclear weapons, and will continue to support Japan in the international arena.

Hasina expressed her hope that Japanese entrepreneurs will import world-class Bangladeshi goods, including pharmaceutical, jute and jute goods, ceramic, garments and IT products.

She also hoped that enhancement of ODA and FDI flow from Japan will help realise the target set in Vision 2021 to turn Bangladesh into a middle-income country.

Hasina recalled Japan's contributions during the Liberation War and said Dhaka and Tokyo have been maintaining warm and friendly bilateral relations since the establishment of their diplomatic relations in 1972.

Mentioning her Japan visit in 2010 and subsequent visit by Japanese Deputy Prime Minister Katsuya Okada to Dhaka in 2012, Hasina underscored the need for working together to implement the agenda, particularly Economic Partnership Agreement and Action Plan, stipulated in the 19-point Joint Statement signed during her Tokyo tour.

Dhaka, Oct 8 (UNB) – The Japanese donor agency, Japan International Cooperation Agency (JICA) may finance the Bheramara 360 MW combined cycle power plant project for which the Bangladesh government has long been pursuing to get fund against the backdrop of cash crunch.

According to a senior official at the Power Division, the government has received an initial assurance from the Japan government about the JICA’s funding in the project.

“But, now the Japan government is assessing the Bangladesh government’s possible measures against any corruption in the scheme. If the measures are found satisfactory, then they will come up with a formal commitment of funding for the project,” the official involved in the Bheramara project told UNB wishing anonymity as he is not officially authorised to speak on the issue.

He said JICA has engaged in the Bheramara project long ago and it conducted a feasibility study on the proposed power plant in 2009. But the recent corruption allegation brought by the World Bank in the Padma Bridge Project has put the Japanese government in dilemma.

The Power Division official informed that following the Padma Bridge Project incident, the JICA requested the authorities concerned to let it know as what measures they would take to keep the Bheramara project’s tender procedure transparent and free from any corruption.

“Responding to that request, a series of possible measures were submitted to the JICA on behalf of the government to assure the Japanese donor agency about maintaining transparency in the tender process,” he said.

Official sources said the Power Division made an estimation of Tk 3,500 crore as required fund for the Bheramara power plant which will be a dual fuel project capable of running through natural gas and the liquid fuel.

JICA has in recent years funded the government’s Haripur 360 MW combined cycle power plant project.

Official sources said JICA had provided US$ 491 million for a number of components in the Haripur power plant, including extension of a 132kV substation for power evacuation, construction of 1.6 km gas pipeline and relocation and demolition of old substations.

Following that funding, JICA expressed its interest to finance some other large-scale base load power plants including the Bheramara 360 MW and Ashuganj 450 MW combined cycle power plant projects.

Power Division officials said that they have taken all preparations to proceed with the implementation of the Bheramara project once the JICA funding is confirmed. “We’ve already prepared the tender document and took other procedural measures to move for the project,” said an official.
