Japan trade official: no need to wait for TPA discussion in US

[TOKYO] Deputy chief trade negotiator Hiroshi Oe said on Friday that Japan thinks there's no need to wait for fast-track trade legislation to be discussed in the United States before Japan and the US can wrap up a two-way trade deal.

Mr Oe was speaking to reporters after talks with his counterpart Wendy Cutler, acting deputy US trade representative.

They were meeting ahead of talks among chief negotiators on the 12-nation Trans-Pacific Partnership (TPP) trade pact in Hawaii next week. Japan and the United States are TPP negotiation members and they play a key role in the deal.

Economy Minister Akira Amari said early enactment of trade promotion authority (TPA) legislation in the United States would be a major condition for the conclusion of the TPP deal.

Money, the one thing that can bring both US Republicans and Democrats together towards a common goal. Funny isn't it? The has a good deal of support in the US government and would be (mostly) and easy pass to Obama's desk for approval. Still, some democrats aren't too happy, but they're unlikely to throw a wrench into a deal that is ready to be signed.

And good for Japan!!! I know there's been resistance to changing their agriculture sector, but that's withering. This deal will benefit our nations greatly!!!

That's what I love most about Japanese and American bilateral talks. We argue, we have differences, we both have our own set of principles. But you know what, at the end of the day, we both know how to compromise with each other.

:lol: - Yeah, I got a head of myself - went back and read my post and was like, "What the hell am I talking about:o:". I'm tired, conflagration the TPP with the TPA and ranted about the former instead:crazy:. Whoops, I feel dumb:partay:!!! Still, the point remains, this deal is good for both our nations and its implementation can lessen barriers that are still holding the TPP negotiations hostage.

Bring on the trade:yahoo:. I could use more hent... um, Godzilla action figures. Yeah, that's what I need:angel:.

What's good is that the TPA is important for the conclusion of the TPP. The fact that Mr. Oe and Ms. Cutler had positive agreement on this is positive sign for next week's TPP meeting in Hawaii.

I'm keeping m fingers crossed for its conclusion. :)

Japan is considering creating quotas for low or no-tariff imports of main agricultural products such as beef and pork in a rush to seal an ambitious Pacific trade deal, Japanese media said yesterday.

A stand-off between the United States and Japan over access to farm and car markets has been holding up negotiations over a 12-nation trade pact, known as the Trans-Pacific Partnership (TPP).

A bilateral agreement between the two economies, which dominate the TPP, is key to a deal among the 12 nations, which account for 40 per cent of the world economy. Negotiators had hoped to clinch a deal last year.

Japan would propose "TPP quotas" in which it would set the detailed volumes for such products as beef, pork, dairy and rice that it would accept at low or no tariffs, the Nikkei business daily said, without identifying its sources.

Beef and pork are among the farm markets that Japanese Prime Minister Shinzo Abe has vowed to protect under the TPP, along with dairy, wheat and sugarcane.

For beef, the TPP quota was likely be set at 500,000 tonnes a year, roughly the level of imports now, Nikkei said.

Japan was considering cutting a 38.5 per cent beef tariff to about 10 per cent over more than 10 years, and tariffs would be raised significantly for imports beyond that as "safeguards" to protect domestic producers, it added.

The quota was likely to be set at about 500,000 to 600,000 tonnes a year for pork, Nikkei added. Japan imported about 760,000 tonnes of pork a year, with the US and Canada accounting for more than 60 per cent, Nikkei said.

Japan is obliged to buy about 770,000 tonnes of foreign rice a year under the World Trade Organisation's minimum-access programme, and Japan is in talks with the US to accept up to an extra 50,000 tonnes a year, which could also be part of the quota, Nikkei added.

Senior trade officials Hiroshi Oe and Wendy Cutler are to meet in Washington today.
