TOKYO -- The Japanese government will work with the private sector to promote sales of defense equipment to India, Indonesia, Vietnam and Malaysia, helping to provide market research and other expertise in a sector long barred from exports.


Japan has struck only four deals involving components since the 2014 revision of a rule that had prohibited the export of weapons. The change cleared the path to exports under certain conditions, such as if the equipment would contribute to peace, as a way to support the domestic defense industry.


With no deliveries of finished equipment over the past six years, the government attributes the slow activity to inexperience finding sales channels due to the long-standing export ban. It will work with trading houses and other companies with operations abroad.


The Acquisition, Technology & Logistics Agency under the Defense Ministry will choose a company to conduct market research as early as next month. A proposal will be crafted based on the budgets and needs of each country, with the goal of identifying promising items for export.

Based on the proposal, the government will conduct negotiations with the four nations starting next spring.

There are hopes within the government for export of rescue helicopters and communications equipment for use in disaster management. The four countries frequently suffer from natural disasters such as earthquakes and tsunamis, just as Japan does.

Japan also aims to pitch defense equipment to countries grappling with China's buildup of military forces. It expects interest in land-based radar and patrol planes among countries that have territorial disputes with Beijing in the South China Sea, such as Vietnam and Malaysia.

Some companies are wary of becoming deeply involved with the government in the defense business, considering the potential perception of being an arms dealer. But the government expects companies to cooperate in this case, given their mostly indirect role such as market research and the fact that boosting exports helps prop up Japan's defense industry.

To export defense equipment, Japan needs to first sign an agreement with the purchasing nation. Such treaties went into force with India in March 2016 and with Malaysia in April 2018.

Negotiations are underway with Indonesia and Vietnam, and Japan hopes to finalize agreements quickly while it conducts market research.

If Japan can push Takanami class like warships or P1 Kawasaki aircraft i would like to see more deeper cooperation with Tokyo.

Like Vietnam has the money to begin with. Just like i said almost decade ago in this forum, Vietnam buy of six kilo Submarine and four gepard class frigate in 2008 had eat up almost your entire military budget for years and you still feel the impact till now. And from 2010 till now there is scant acquisition of big items military equipment for Vietnam

Vietnam would be much wiser in investing in more conventional subs like the Kilo than these surface warships. It would be a huge mistake to build an extremely costly and niche surface fleet.

Yes I am for more subs as well. However we need more surface warships. Good for fleet parade and other purposes. Besides, our ships are covered by shore missile batteries aka Yakhont. Any attack on our warship will be met by full force.

Good news for you- Japan has built up its military back to being possibly the 2nd strongest military in the world...thats what i read,(before you ask for evidence, i might be able to find it)...Japan's military today is almost as strong as China's...that Izumo...its basically a mini aircraft carrier with high tech, # of soldiers was increased, military budget has been increased year over year...probably to counter CHina...so on the surface Japan's military looks average but in reality, its a top 5 military force in the world today, but it keeps its capabilities discreet and quiet.

Good news for you- Japan has built up its military back to being possibly the 2nd strongest military in the world...thats what i read,(before you ask for evidence, i might be able to find it)...Japan's military today is almost as strong as China's...that Izumo...its basically a mini aircraft carrier with high tech, # of soldiers was increased, military budget has been increased year over year...probably to counter CHina...so on the surface Japan's military looks average but in reality, its a top 5 military force in the world today, but it keeps its capabilities discreet and quiet.
Japan's problem is to fix its failing economy, without a healthy economy, nothing can be sustainable.

How? Japan's GDP is just one third of China's now and will be even smaller in the future, how can they match China's military budget when China's GDP is posing to be the world number one in a few years?

With the recent Chinese naval buildup, the PLAN has exceeded the JMSDF capability since early the early 2010s. The disparity in air force is much greater, although at the end of the day it will mainly come down to the F-35 vs the J-20. Everyone knows that Japan is third in world naval power ... although it was second not so long ago. The Japanese unfortunately have been completely outmatched by the Chinese in terms of surface tonnage. Their best underwater asset, the Soryu class, is more or less equivalent to the Chinese Yuan class AIP (of which there are a lot more of), so the Japanese have been slacking for the most part for the past 20 years. Of course, these Izumos bring rapidly needed capabilities but much more is needed to prevent the gap with the PLAN from widening even further. The persistent weakness of the Japanese economy though has limited much needed funds for an aggressive naval and air buildup.

Russia GDP is even smaller than Japan.
Why we need to attack Russia? Very strange quesion.. now only US has a bigger GDP than China, does China have to attack everyone of them?
