Japan is on par with the US in everything they do, in some respects they are even ahead of us. Japan just doesn't flex its massive muscles too much, hence why they are perceived as a militarily weak nation. They aren't, not at all. This is the world's second leading Naval power, an electronic warfare wizard, their aircraft, tanks, guns and artillery are amazing. Their ships equal to or better than ours, their subs the best in their class. Even in the space realm does japan match the US. They make their own missiles, from anti-air to anti-tank and ship, they do a lot on their own.
Many of our best systems, such as the SM-6, are joint developed by Japan and the US, though we both have our own projects too. That's how much the US respects Japan's defense industry! Japan is building its own 5th generation aircraft, without our help, that alone should demonstrate their expertise. Their rocket and missile programs actually helped start our own back during the 50s, with some of their scientists working for the US, that they remain a space power is no surprise.
B grade army? Not by a long shot. The only knock against Japan, and the reason I would given them an A- is their lack of real-world experience. This is a very, very strong military. They've just never needed to validate their strength to others.\

@Nihonjin1051 I haven't yet commented on the news itself, so I'll do that now. This is a very welcomed initiative! Japan is a proven stabilizing force, no matter where it is in the world. Its leaders are prudent, unwilling to act on emotions, and wont make the mistakes we too often have. Good to see Japan join the likes of the US and China in Africa. May our continued partnership bring peace, stability and prosperity to the region and beyond. Question though. What's the force being sent?
As much as I would like to see this be Japan's response, let your big brother continue to handle this. No need to enter into the hornets nest, eyes full of rage and a heart filled with revenge. That will lead to further unintended and horrific consequences for Japan. One act against ISIS and the whole world of militants will turn their gaze towards you, you don't need that... you don't want that. We are used to making mistakes, we will fight this battle for you. Making and cleaning up mistakes is what the US does best. No need to act rash, continue with your path of peace.
