Japan accuses South Korea of 'extremely dangerous' radar lock on plane

TOKYO/SEOUL (Reuters) - Japanese Defence Minister Takeshi Iwaya "strongly protested" to South Korea on Friday after a South Korean destroyer allegedly locked its targeting radar on a Japanese surveillance plane.

Iwaya, speaking to reporters at his ministry, described the action as "extremely dangerous that could cause an unexpected situation".

The incident came at a time when greater coordination is called for between the two Asian neighbors to tackle issues including North Korea's nuclear and missile programs, maritime security and natural disasters, he said.

It's extremely regrettable that the incident of this time happened," Iwaya said. "We will urge South Korea to prevent a recurrence."

South Korea's defense ministry said its destroyer was performing routine operations.

"We were operating a radar as part of the operation but it was not intended to trace any Japanese patrol aircraft," the ministry said in a statement.

"We've spoken with the Japanese side on this issue but will provide further explanations so that there is no misunderstanding going forward."

Fire control radar is used to pinpoint the location of a target for missiles or shells. Directing the radar at a target can be considered a step away from actual firing.

Iwaya said the South Korean destroyer directed the radar at a Japanese navy's P-1 patrol plane, which was conducting surveillance off the Noto Peninsula in the Sea of Japan, on Thursday.

In early 2013, a Chinese vessel directed a similar radar at a Japanese navy ship, prompting Prime Minister Shinzo Abe to urge Beijing not to stoke tension over disputed East China Sea isles.

Relations between Japan and South Korea have cooled over a bitter history that includes Japan's 1910-45 colonization of the Korean peninsula, the forced mobilization of labor at Japanese companies and the use of comfort women, Japan's euphemism for girls and women forced to work in its wartime brothels.

Regarding the incident of an ROK naval vessel directing its fire-control radar at an MSDF patrol aircraft

On December 21, the Ministry of Defense made a public announcement regarding the incident occurred on December 20 at around 3 p.m. (JST) that an ROK Navy's Gwanggaeto-daewang class destroyer directed a fire-control radar at a fixed-wing patrol aircraft (P-1) belonging to the Fleet Air Wing 4 of the Maritime Self-Defense Force (MSDF) (Atsugi) off the coast of the Noto Peninsula.
Various media reports have been covering this incident. The Ministry of Defense, following the occurrence of the radar irradiation incident on the 20th, conducted a careful and detailed analysis on the data collected by the MSDF patrol aircraft's equipment, and determined that a fire-control radar was used for the said radar irradiation by the ROK naval vessel. Given this fact, it should be noted that a fire-control radar is designed to be used to measure the precise orientation of and distance to an attack target, and that it is not suitable for searching over a wide range. Therefore, the use of a surface search radar is more appropriate for the purpose of searching for missing ships.
In addition, a fire-control radar irradiation is a hazardous act that may cause unintended consequences, which in relation to the ships and aircraft deployed in the surrounding area is a profoundly dangerous act, even if such an action was taken to search for a missing ship. Furthermore, the Code for Unplanned Encounters at Sea (CUES), also adopted by the ROK, lists the irradiation of a fire-control radar as an action to be withheld when encountering ships or aircraft.
Due to the reasons stated above, it is extremely regrettable that this incident occurred, and we will firmly request the ROK side to prevent the recurrence of such incidents.

The one that hold their hatred until now, is threat of conflict between north and south korean.

You can imagine, the first victim of hatred from a Unified Korea. That would be japan :lol:

The Japanese public is moving away from the US and sick of the lack of respect US soldiers shows Japanese civilians (esp in Okinawa.)

Japan’s government placates the public by making rash statements like bringing back Japan’s military, but they are puppets to the US.

How long can this last?

I wonder if Japan leaves the US sphere, if China will make a deal on the disputed islands.

Fully independent and united Korea can create an undesirable scenario not only for Japan but also for another regional actors.
