Noida one's consortium has given up meanwhile Prantij is still going on.As far as I know there were two offers to construct FABs, one in gujrat and the other in noida
they were supposed to secure seed money for these fabs but they haven't and one of the constronium has given up.

I would take it half way, no OEM will ever give us 20nm tech. We will ourselves have to make and all I know that we have only been designing 20-30nm chips, not making them.
If talking of applying our own technologies, we can have 45-90nm at best. Not enough for smartphones and laptops but we can at least hold a grip on low end electronics.
