Head of states automatically qualify for diplomatic visa regardless of their purpose of travel. Since Modi's visit was discussed before his arrival, paperwork couldnt be a problem. Any state head can make a stop over in any country and they qualify for that.

I think only 4 of them stepped outside the airport, Modi, doval, and foreign secy and one more guy...... Others remained in the airport....

But I must say Modi's move was bold from every aspect. I cant think of any other older PMs even thinking of doing it.
