IT export target set at $5b by 2023

The target for the inflow of IT export remittances for 2020-23 has been set at $5 billion, said Minister for Information Technology and Telecommunication Syed Aminul Haque.

Responding to various supplementary questions during question hour in the Senate on Tuesday, the minister said IT exports registered a 40% increase in the past six months.

He informed the house that Pakistan would start assembling mobile phones and their accessories soon and a policy had been approved by the Economic Coordination Committee and the cabinet.

“IT sector has the potential to increase its exports to over $10 billion,” he said. “Pakistan’s IT industry is evolving rapidly, earning foreign exchange, creating high-paying jobs, improving national productivity and quality of life through innovative technological solutions.”

It could be reflected in the fact that remittances from the export of IT and IT-enabled services (ITeS) reached $1.23 billion with a growth of 23.71% in fiscal year 2019-20 despite the global economic challenges, he said.

The minister pointed out that exports had stood at $994.8 million in the previous fiscal year. IT and IT-enabled services comprise computer services and call centre services. He pointed out that North America, the UAE and the UK were currently the largest markets for Pakistan’s IT industry. “Pakistan’s IT sector exports products and services to over 100 countries and the world’s largest entities are among its regular clients,” the minister told the Senate. “It is the largest net service export industry in Pakistan.”

He underlined that Pakistan’s IT sector had enough room to provide state-of-the-art IT products and services. On the other hand, it has ample potential to significantly boost foreign exchange earnings for the country.

Haque said southern districts of Khyber-Pakhtunkhwa were mentioned in the Gazette published by the IT ministry for determination of underserved areas under Rule 2 (XXIV) of USF Rules 2006 for the launch of next generation broadband services in the unserved and underserved areas of Pakistan.

He added that the Pakistan Telecommunication Authority (PTA) was in the process of revising quality of service and rollout obligations to improve communication services all over Pakistan.

In this industry you don't need motorways, railways, gas etc Its the way forward for cities in north like Peshawar, ISB and Lahore.

We have a chance to increase our share in global IT industry. Government must formally invite Apple, google, Microsoft, IBM, Facebook, Oracle, Accenture, Salesforce, servicenow, splunk to invest in Pakistan.
Our big cities are already overcrowded, Satellite cities should be developed for IT industry to grow in Pakistan.

I am shocked that our output in IT per population is soooo shorthanded, other nations are making a killing and we are nowhere to be seen!

  1. Political instability
  2. security concerns
  3. Electricity/ power outage issues
  4. lack of government planning
    • Many IT companies are leaving California and going to Texas because of operational costs and Tax break.
    • pakistan Government must invite IT companies to invest in Pakistan and give them 5 years of tax break.
  5. Government should provide free IT training or refresher course to undergraduate and graduate students.
  6. Shortage of qualified technically sound individuals. I am not taking about university graduate. University only teach you about tools but you have to have the required skills to use that tool and complete complex tasks.
  7. IT/Technology ministry should be handle by someone with strong technical background. We need to find moeed yousaf of IT industry.

these 2 are the core of the problem! the foundation behind why we have fallen short. in an interview with michael kugleman the NSA dr Moeed said, if security was a concern then the multinational firms that had worked during the bad years made an unbelievable profit despite the heightened security concerns.

its all to do with the 10 years of two crooks if they had brains that were not stuck in the 80's then maybe they would have set up scam call centers like india! who knows.

Crocks and Corrupt mafia have destroyed Pakistan...Electricity agreement, mafia in every industry, banking sector, Technology and IT industry all see under performing.

18th amendment has given too much power to provinces and made federal government weak. Government collect very little taxes because no want to pay tax and with NFC award Provice take majority of what is collected. majory of our problems can be solved with proper decentralized of power.
The salvation of pakistan lies in making divisions at the county level by giving them more power, make strong local body government this will bring the end of provinces.

Whole thing is 10 to 15 years late. We should have started this in 2005. I am glad current government is pursing this.
e-Government project should be the top priority of current government. e-Government will bring automation which will reduce 40% of Government overhead and there will be zero margin of error because computer doesn’t lie, cheat and take bribes.
As you can see from above picture, I have shared my ideas about Centralized database.
We should have National level database for health services and medical record that can be shared between government hospitals in Pakistan. Also need database for education record for verification purpose.
Chinese under CPEC initiative will be bring Hardware industry to Pakistan. They will build required infrastructure and train people.

Government should push for all business to go toward digitization.
The salvation of pakistan lies in making divisions at the county level by giving them more power, make strong local body government this will bring the end of provinces. Each division is fully digitized, small footprint but great impacts.

Registration for businesses within district (this will make it easier since district are smaller)

Travel agency
Insurance agency
Beauty Parlor/salon
Medical Clinic, Medical hospital, Any Medical facility including Dental office, Eye Doctor, etc.
Mental Health and Psychological counseling/life counseling centers.
Hakeem/Unani Medicinal Practice
Pharmacy
Restaurants
Grocery stores
Street Vendors
Car dealers/auto repair shop
Electronic shops
Restaurants

DMV (Department of Motor Vehicles) and Driver licence office with computerize system (and single database management) will make the whole process easier for both management and for public. There has to be 25 to 30 counters for fast services with digital board hanging from the wall with serving numbers. I would also request government to consider merging these two department into one and having multiple locations in the district.

No other areas like KPK, ex-FATA, Singh and Balochistan should be prioritized. If they are kept neglected we will continue to see TTP and BLA and other societal problems. This will also help ease congestion/burden and carbon footprint of Karachi, Lahore, ISB, Faisalabad, Sialkot, Peshawar etc.

It will help bring prosperity to remote desolate areas of Balochistan, Sindh and KPK(Northern areas included).

Im not talking about autonomy of every province. I am talking about oppurtunity.

Main argument BLA/TTP have is iss mulk ne tumhe kiya diya hai? Ao hamre sath laro etc
I.e what has the state given you???

So this will negate their main arguments and bring the population more closer to patriotism and the state of Pakistan.

it’s an irony that provinces want to be autonomous but they do nothing to create wealth. They taken loans and end up defaulting on the loans and Federal government has to pay back that loan. What kind of F*up system is that?.
Parliament must revisit NFC award and 18th amendment and bring required changes to make it easier for government to implement National Policies for Education, Healthcare, environmental, and science and technology. Government must reduce NFC award and provinces must find multiple ways to generate proper income.

IK must bring powerful local body system and strip some power from the provinces to Divisions.

Our main cities are overpopulated and we are in need of satellite well planned towns, even more advance then Bahria town, with very less carbon footprint.

Paypal, if enters Pakistan, itself can shoot up Pakistani IT exports / e-commerce industry by $2 billion in the matter of 1-2 years but there is a strong Indian lobby in US is preventing this to happen.

It's same how Nawaj Chayreef set target of $150b exports by 2018 in his inaugural address in 2013. What really happened was exports went from $25b to $20b during donkey kings era.


However this target of $5b by 2023 by PTI government seems plausible since IT exports are seeing high double digit growth and will touch $2b in this fiscal year.
