Best solution is combination of AWACS, aerostat radars and SAMs with active seekers which can get guidance from the above radars.

I imagine the Russians have deployed a multi layered air defence to protect their assets in Syria, with the S 400 being the biggest 'gun'

or maybe not, if their threat perception is just crazed jihadi "rebels" and the odd Turkish F-16 then a single battery of S-400 should be enough.
