Actually it was the Human voice then, the idea is to get people aware that it is time for prayer.
If it is a Muslim majority area, then the central system makes sense as the requirement of the majority is paramount. However, if in a contested or minority situation; human comfort is important and the call to prayer is not a do or die situation. The same way church bells in a Christian majority area can be taken as sound pollution for some; the majority's wishes are paramount.
