Israel backpedals on plans not to deliver AWACS equipment
7 January 2013 / EMRE SONCAN, ANKARA

Israel, whose relations with Turkey have been strained since its troops staged a deadly attack on a Turkish passenger ship in which nine civilians were killed as part of a flotilla bringing supplies to Gaza in May 2010, has changed its mind about not delivering hardware to be installed on Airborne Warning and Control System (AWACS) military aircraft to Turkey.

Turkey bought four AWACS-compatible aircraft from the US in the early 2000s. A contract to install the electronic equipment to integrate the warning system with military planes was won by Israel, which earlier delivered two of the planned systems. However, it announced in 2011, following tension that began with the passenger ship attack, that it would not be delivering the remaining two systems.

But sources say Israel has changed its mind. A senior defense bureaucrat told Today's Zaman that Boeing, the manufacturer of the planes that will be integrated into the system, had to intervene. “Boeing told Israel that their refusal to complete the delivery was hurting their business, and Israel agreed to return the equipment,” he said.

The system allows a military aircraft to protect itself from electronic attacks targeting its controls during a flight. Israeli company IAI-Elta is manufacturing the electronic support system EL/L-8382 [ESM/ELINT] for the four aircraft, with the cost of the project amounting to $25 million. The system is expected to arrive in Turkey next month, following Boeing's intervention.

The AWACS craft are expected to greatly increase dominance over Turkey's own airspace. The radars on these planes are being manufactured by Northrop Grumman, another US company. Turkey is waiting on the fourth plane from Israel. Currently, Turkish Aerospace Industries (TAI) has three of the craft, fully equipped. Many Turkish defense companies, including TAI, HAVELSAN, ASELSAN, MİKES, HAVELSAN TEKNOLOJİ RADAR, KALE KALIP, SELEX and Turkish Airlines (THY), have assume responsibilities in the project.

Well its a give and take i think,Turkey blocked all cooperation between NATO and Israel before.
They must have made a deal so that the Israelis delivered the rest of the remaining systems.

Just a few months ago We lifted our vetoe to Israel to allow them to joining the nato exersizes. Why not we can vetoe again

I sense Israel might have tampered the the hardware somehow? Is it possible or Does turkey have means and capability to detect such anomalies or tampering? It's not hard to place a backdoor on such hardware. There is long article on net which shows vulnerability in todays FPGA and how some can hack any system through these vulnerabilities

If there is then we will simply return it, The Israeli firm already is forced to pay millions of dollars becuase of delays. The firm even sued the israeli goverment, So i dont think they will tamper with it now it will only cause them more money...

AKP has to walk the rope carefully. Their Arab pleasing stints and antics in NATO may cause irreparable and long term damage to Turkey international intrests!

As the source @BordoEnes posted says Israeli company faces an important risk to lose her position in Boeing. That is because the company delivered the equipments. I had also read a news that Boeing was complaining about the stance of Israeli company over the AWACS equipment delivery. Of course there might be another reason but this is, I think, the main reason.

“There’s a danger that Boeing will have to declare force majeure and kick us out of this prestigious program, which we hope will serve as a springboard for major future business,” an Israeli executive said in an interview last year.

The AWAC was bought from US company, so it's their responsibility to ensure that everything is in working orders. I kinda wish that Israel hadn't fulfilled its contract. In hope of that turkish companies could be used by the US company to develope a replacement. :)
