You are mostly right except that I would draw a minor distinction. iSIS was not created deliberately by US, but out of its policies. And now that they are there, they are being used for ulterior purposes. Countries that play such games never seem to learn from their mistakes.

In Iraq it is almost entire europe flying jets over ISIS positions.

The Plan is ISIS needs to be defeated but the war will continue until there is some to replace the ISIS and get in hold of a new third country based mosul Raqqa and Idlib. Currently there are two contestants to take control one is YGP and other is SDF so there is an issue which to support because USA wants YGP and Turkey wants SDF. After ISIS will be defeated there will be a New war between YGP and SDF. lol
