Iraqi government already invites the world power to iraqi soil to counter ISIS. Had we decided to Bomb ISIS, We could have send our forces and bombed them easily. Even Iran would also have helped.

I have a serious doubt about that.And there is a mystery surrounding the docking of two Indian Warships in that area.Till now they dont used for evacuation.
