Is USA overstating North Korean missile range?
This is the video of North Korea's longest range missile Hwasong-14 (KN-20).
The biggest stage the first stage shuts down before 66 seconds as it can be seen entering the atmosphere and burning due to atmospheric friction at 1 minute 6 seconds after missile launch.
So it must have been jettisoned from the missile much before that?
A Pakistani Shaheen-3 has a similar first stage burnout time of around 60 seconds and has a range of only 2750 Kilometers. For North Korean missile the US says it has a range of 7,000-9,500 Kilometers.
How can a missile which burns for such short time have such long range?

Totally erroneous misinterpretation of the video. The contrail that appears after a minute indicates it has leaved the upper part of the densest layers of the Earth atmosphere (also called Max Q at ~11 km ~14 km), it is not burning.
After that (i.e. ~ 40 km), it is basically gazing in the vacuum and the exhaust can no longer be absorbed by the air's molecule.

In fact the U.S. is understating the true range!

Update: 14.08.2017

The first stage has reached an altitude of 585 km after 145sec burn time.

It was reported that the first stage of the HS-14 during a further launch in July had a longer burn time of 151 seconds due to increased fuel loading, and reached an altitude of 703 km.

The second stage is probably equipped with an engine of low thrust (4D10V?). The burn time of the stage varies between 225 and 235 sec depending on fuel loading.

The thrust of the Topol-M deployed by the Russian strategic forces is 100 tons, but it is unreasonable to think that the thrust of the same class intercontinental ballistic missile, the Hwasong-13, is 120 tons, made by a cluster of four old Hwasong-7 engines of 27 tons thrust plus four verniers engines of 3 tons thrust.
I estimate that the total thrust is 102t, assuming that two 35t-class main rocket engines and four 8t-class auxiliary vernier rocket engines are installed on the Hwasong-13.

The Hwasong-12/14 ICBM seems to be a missile of the same class as the Hwasong-13 ICBM but with more advanced design, therefore the same thrust of about 100 tons, but with only one main engine and four verniers instead of two main engines and four verniers.
