Interesting read. However the writer has gone over-board with foreign naval bases.
Anything that has the capability to launch invasive strikes is ruled out. Simply because the country providing the base will also be taken into consideration and will be considered an act of war, in times of conflict.
But it is possible that listening posts and surveillance bases might come up.
