Bro, I'm Arab and I'm admitting that Iran was necessitated to develop its industries because of sanctions. I may not agree with the government's policies but I'm sure that Iran is ahead of the Arab states for now.

I would actually put Israel above Iran due to their access to western technology. But the scale of Iran's industry is certainly much larger.

The rest have domestic military programs and can manufacture a wide degree of small arms and munitions but are still heavily import dependant for critical defence needs.

Iran would be import dependant too if conventional weapons like fighter jets, helis and tanks played a larger aspect in national defence.

And I think Turkish products have better quality in some cases and the industry has expanded rapidly but in general it is still behind Iran for now.

Most of those nations are reliant almost completely on imports and have little to no indigenous capabilities. As for Israel, their own chief of staff has said Iranian military industry is much larger than Israels:

When it comes to the design of production of truly strategic systems such as long range air defence, ballistic missiles, submarines, engines etc most of these nations that claim to have a indigenous defence industry are not producing those but instead are mainly producing hardware which can be either: a) imported as a complete package b) assembled within or c) Technology was imported. This is no coincidence. It shows in reality most of their production is reliant on the outside. You cannot compare Iran to these countries. Iran's industry started from being forced to reverse engineer and then move towards where it is today, where it can design and produces almost everything inside. Iran is doing all this under severe sanctions.

A word on reverse engineering. Lay people tend to looks down on this, but this is ludicrous. Reverse engineering if not more difficult than designing a new system is certainly not less difficult. It is obviously a more difficult task that just importing or assembling. There are many reasons to reverse engineer, every major nation did it as some point, including USA. What is important is that today Iran able to design its own game changing systems. This was a long and difficult road, but by the grace of god it has been achieved. Now we will expand it further and further.
