It is not the government. It is partly a cultural problem and partly a result of an unstable economy. Even in the west, the government can't and won't directly support all creative ideas. What supports new ideas and start-up companies like this is "Venture Capital". There are private entities that make money out of investing in such new ideas. They invest in new companies that they feel have good potential and when that company actually succeeds, it is either acquired by a larger company at far larger price than the original investment or it becomes a public company and its shares are sold in stock market at a higher price.

The reason that venture capital is so popular in west is that it is the only way of becoming rich over night (except for winning the lottery) while in Iran you can achieve the same by purchasing gold or real estate at the right time which are far less risky than venture capitalism.

The best that government does is that they will return part of the investment at the end of the year and even that is a limited fund.

I red an article about venture funding in Iran. It seems that it is starting however, it still has a long way to go. Iranian economics is still based on bazar and for a bazari, investing in new technology means nothing. That's what needs to change in Iran so that such companies may remain in Iran and contribute to its economy.

Generally you are correct. But the only entity in Iran which is capable of changing the situation is the government, since it formulates the policies which result in things you said with regard to bazar. Beside, private entities in Iran do not have as much capital as the West and it is the government which has almost monopoly over financial capital. For instance there is no shortage of government backed funds for besaz befroshi, imports of Iran Khodro/Saipa or huge loans to dalals. "Venture capital" is available for ekhtelas. Iran is not a poor country. The money exists, but it is being used in dalali. These are government policies which allow such a situation to develop.

What government can do? Well, establish a specialized bank funded by the government and guaranteed by Iran's central bank for the sole purpose of capital investment in technology companies so that Iranian inventors do not have to go to UK and get venture capital from a British bank/Venture capital firm. If the government does not do it, then there is other other solution. The responsibility to change things in Iran is entirely that of the government. The people only have the responsibility to push the government in that direction and nothing more, since people do not have the financial or the management capability required for the job.
