I mean think about it. The Americans are out to screw Iran by any means possible. Trump has to keep jis Jewish lobby happy. In this context America is pushing every ally and you think they are going to allow India to open a major port and turn that into a international transport hub in Iran of all the places. Is that bloody plausible.
The Iranians are so sanctioned, so bereft of any friends, so lonely that if anybody smiles at them they start offering stuff but it never goes anywhere because USA is watching on. The USA is laying ground to a networ of allies that includes Israel, Saudia Arabia and India. And this network will align against Iran. In return the US will offer India lots of privilages. Delhi will not sacrifice them for Rouhani or few berths in Chah.

“The governments of India, Iran and Afghanistan signed an agreement over the Chabahar Port in southern Iran. But Haley also said the US would not try to quash India's deal with Iran to develop the port at Chabahar, Iran's only oceanic port and a vital point of access to Afghanistan and Central Asia.
"We know the port has to happen and the US is going to work with India to do that," Haley said. "We know that [India's] being a great partner with us in Afghanistan and really trying to assist the US and trying to do more. The port's vital in trying to do that."
