Iran issues ultimatum to Pakistan on IP gas pipeline

Tehran cautioned Islamabad over falling behind the schedule in fulfilling its obligations in a multi-billion-dollar pipeline project that is to take natural gas from Iran to Pakistan.

“Under a contract signed between Iran and Pakistan, the latter had to deliver its commitments by starting import of Iran’s gas supplies in December 2014, but it seems unlikely for Pakistan to take any (serious) measure before the end of 2015,” Managing Director of the National Iranian Gas Company (NIGC) Hamid Reza Araqi told a press conference in Tehran on Saturday.

He further rejected rumours that Iran has decided not to fine Islamabad for its long delay in completing the project, and stressed that the terms of the contract about the fines that Pakistan should pay in case it delays fulfilling its undertakings are still alive and enforceable.

Under the Gas Sales Purchase Agreement (GSPA) signed with Iran by the outgoing PPP government in 2009, the first flow of gas to Pakistan should have started by Dec 31, 2014.

In February, Pakistan sent a team to Iran to seek extension in the implementation of the Iran-Pakistan (IP) gas pipeline project. Iran and Pakistan officially inaugurated the construction of the border part of the multi-billion-dollar gas pipeline project in March, 2013.

The project kicked off in a ceremony attended by former Iranian President Mahmoud Ahmadinejad and his former Pakistani counterpart Asif Ali Zardari at the two countries’ shared border region in Iran’s southeastern city of Chabahar.

The 2700-kilometer long pipeline was to supply gas for Pakistan and India which are suffering a lack of energy sources, but India has evaded talks. In 2011, Iran and Pakistan declared they would finalize the agreement bilaterally if India continued to be absent in the meeting.

Iran has already built 900 kilometers of the pipeline on its own soil and is waiting for the 700-kilometer Pakistani side of the pipeline to be constructed.

The IP pipeline is designed to help Pakistan overcome its growing energy needs at a time when the country of over 180 million people is grappling with serious energy shortages.

According to the project proposal, the pipeline begins from Iran’s Assalouyeh Energy Zone in the South and stretches over 1,100 km through Iran. In Pakistan, it will pass through Baluchistan and Sindh but officials now say the route may be changed if China agrees to the project.

It looks like this pipeline won't be completed till 2017.

Iran has made a bad investment by agreeing to that deal.

Pakistan is more interested in supporting the strategic interests of USA and Saudi Arabia against Iran. Pakistan is not interested in its long term interests of having reliable gas supplies for its population which are suffering from gas and electricity load shedding.

Iranian's forget that they are under international sanctions.

No bank Pakistani or not, would support the funding.

The OP shows some people have nuts for brain.

Pakistan is more interested in supporting the strategic interests of USA and Saudi Arabia against Iran. Pakistan is not interested in its long term interests of having reliable gas supplies for its population which are suffering from gas and electricity load shedding.


When Ayatullahs are forking their nation by getting it under sanctions.


What could the humble Pakistan do?

you cannot trade with a country under sanctions. Please learn something before dragging KSA and USA into this.

Then why did Pakistan sign that deal?? If they didn't have the money or weren't sure about funding, they should have simply said no.

But here, Iran had finished it's part of the pipeline (Considering they were under sanctions and it's more difficult for them to mobilize the funds) but Pakistan succumbed to International pressure.

Iran has been under sanctions for past many years. Doesn't your govt know that?

Some of the comments posted here inspire pity. Pakistan is not working against Iran, rather, it is simply avoiding the possibility of sanctions, by refraining from conducting business with Iran, under the current political status quo. However, this does not mean the pipeline cannot be fabricated at a later date and at a more viable time.

I guess you forgot about Pakistan trading with Afghanistan when it was ruled by Talibans 1996-2001.

Pakistan is building a pipeline in its own territory does not contravene sanctions. India increased oil purchases from Iran by 60% from previous year in 2014. How about India avoiding sanctions ? Only Pakistan is obliged to respect the sanctions but not India !!!

There was post about Pakistan lacking of funds to finish this pipeline. Iran offered $500 million loan to Pakistan but our government more interested in keeping US and Saudi Arabia happy did not take this money.

you don't put $500 million in a suit case and bring to Pakistan. Such large amounts have to go through / wired through banks.

The moment a bank in Pakistan accepts Iranian money

The moment it goes under sanctions.

No bank would ever allow this if they want to stay solvent.

Your post is factually incorrect.

1. Pakistan signed the deal when the sanctions were already in effect. That means the last Pakistani government still wanted to go ahead with the deal despite the sanctions.

2. Both India and China are trading with Iran apart from purchasing oil from them despite the sanctions.

Its not the Iranians fault, blaming the sanctions and Iran is lying. Pakistan has made a conscious decision not to go ahead with the Iranian deal because of pressure from US and Saudi Arabia.
