The poorer KSA is, the less able KSA is able to buy expensive western hardware, the more likely KSA will buy cheaper Russian hardware, so Russia loves to see KSA poor.

Russia earns more money selling hardware to KSA if KSA's economy collapse. Su-35 is worth billions. Actually, less oil supply means higher oil price. This is called demand and supply principle.

US sanctions don't stop anyone buying Russian weapons. In fact, the opposite is true. Iran buy Russian weapons because of US sanction. Iran is case in point. Iran used to buy US weapons. After US sanction, US buy Russian weapons.

Iran buy Su-30 in 2020 once sanction ends. Su-30 ain't cheap. Billions. Turkey bought S-400 for billions. Ain't cheap either.

KSA become poor = KSA buy Su-30 which is cheaper than F-15. So Russia wants to see KSA poor.

It's a pretty big kamikaze drone. 1300 km is not a problem. Even a DJI drone can go 20+ km. It's basically a cruise missile.
