This engine is not only available by US. In fact, Russia, ESA and China have already previously demonstrated of ion thrust engine. Anyway, congrat to Iran for entering the elite space club for such achievement.

Is HET / Ion thruster development considered an elite club? lol I don't know, may be some of them, if its total impulse over 1N ... It has a long history over decades and has many models on market. If we considered your critera, so that club has more members than you think, and one of them is TR. If the above claim is true (second in the world), another technology is meant.

All countries that have advanced space programme have this ion thruster engine. USA, Russia, China, ESA, India are the only 5 countries with advanced enough space programme and all of them have this thruster. This thruster is not new and several decades old technology and is not much used as they have certain limits. Also, these ion thrusters are only useful for GEO satellites. Satellites in LEO experiences far greater drag and gravity that this method does not work.

Moreover, when Iran can't even launch a satellite, what is the point of having this thruster? First Iran has to learn to launch satellite to LEO and then to GEO before the ion thrusters ever make any sense

they did not say alot, but as they said “Arash space engine will be put in the orbital transfer system to help thrust satellites from the low orbit into the high orbit.” i believe it's Ion thruster for big satellites that are placed in GEO or high orbit

and what is the point of having a big and heavy satellite when you can not send it to orbit? tell me did India first built the satellite or the SLV ? Iran is building the SLV because no one will send our satellites not even Russia or China, so first build the SLV and master its technology get the failure rate as low as possible then build the expensive satellite then send them to GEO, that's Iran's plan.

It's called development. It takes time. Not every nations just imports their technology like India.
