Pakistan is fighting a very weak enemy in comparison to the resources of our state. The enemy with its primitive techniques and unsophisticated weapons strike in the den of state causing massive damage to life ,property, economy and image of country as a whole. Terrorists need food weapons and shelter to survive and fight the state.we are killing terrorists for a decade now but they continue to plague us .we need to know the terrorists -where they are, who provides them with weapons and what consolidates them- their central leadership. For the purpose we need an INTELLIGENCE GRID to penetrate their networks ,suppliers and leadership .a large administrative and technical unit should be dedicated to Penetrate illegal weapon manufacturers in our country and their counterparts in Afghanistan to deprive terrorists and would be terrorists of weapons .The grid should combine, multiply and rejuvenate the intelligence gathering capacity of country. Comprehensive intelligence gathering , analyising and processing system should be in place to outsmart the enemy of state .similarly a covert war should be launched to get the opinion and support of tribal populace against terrorism. We can only defeat them by knowing them.
