Kuthiran tunnel work stopped after local protest

The High Court on Tuesday ordered to resume the construction of a tunnel at Kuthiran on the National Highway between Thrissur and Palakkad.

The construction was stopped following protests by local people because houses suffered damage during the making of the tunnel. The construction company approached the High Court urging to arrange a favourable situation to resume the work. The tunnel-making work should be resumed considering the national interest, the court observed.

The District Collector should monitor whether the construction had been done adhering to the guidelines, the court said. Meanwhile, the district administration started procedures to distribute damages to those who suffered loss to property during construction of tunnels at Kuthiran.

Once completed, the twin tunnel between Mannuthy and Wadakkunchery would be the largest twin tube road tunnel in the country. According to the National Highways Authority of India statistics, each of the tunnels would have a length of 965 metres. Pragathi Engineering and Rail Project was undertaking the contract.

Running three years behind schedule, the strategic 8.8-km all-weather Rohtang Tunnel, the highest in the country, will open to emergency traffic in October. Being built under the Rohtang Pass at an altitude of 13,050 feet in the eastern Pir Panjal range of the Himalayas on the Leh-Manali highway, the horse-shoe shaped road tunnel will be functional for emergency vehicles through this winter but will get fully operational by August 15, 2019.

At 9.2km, the Chenani-Nashri Tunnel, also known as Patnitop Tunnel, that links the Kashmir Valley with Jammu on National Highway 44 is the country’s longest road tunnel built at a height of nearly 4,000 feet.

STRATEGIC LINK

The tunnel in Himachal Pradesh will bring down the distance between Manali and Leh by 46km. At present, the distance between the two towns is 474 km that takes six to eight hours to cover. The tunnel will reduce the travel time by two-and-a-half hours. The speed limit in the tunnel is 80km/h or 50mph.

This will help accelerate troop mobility to the strategic frontiers in Jammu and Kashmir besides providing a road link to Lahaul and Spiti in winter. At present, people in the tribal district are dependent on government-run helicopter services in winter. “If emergency vehicles start plying this winter, it will be a big relief. It will put an end to the harsh life people are forced to lead half the year round,” says Lahaul and Spiti legislator Ravi Thakur.

HITTING ROADBLOCKS

Two portals of the tunnel, the south portal at Dhundhi and the north at Sissu Nullah, will be connected by October-end. “Only 250 metres of digging is left. We will work on electrical fittings and ventilation after that,” says chief engineer NM Chandrana. A defence ministry team, led by joint secretary Bharat Khera, took stock of the project in August. The project missed its 2015 deadline due to geological challenges since work started in 2010. The water ingress from Seri Nullah, a glacier-fed rivulet, above the tunnel was a challenge. In 2012, it took engineers almost a year to plug the seepage. The delay in permission for quarrying construction material slowed down work at the north portal. The ban on environmental clearances to mining also led to the shortage of construction material.

WORK IN PROGRESS

Engineers used the drill and blast technique for excavation as part of the New Austrian Tunneling Method (NATM). Defence road construction agency Border Roads Organisation (BRO) is excavating the tunnel with Strabag-Afcons, a joint venture between India’s Afcons Infrastructure Limited and Austria’s Strabag SE. The BRO will continue working on the north portal even after mid-November. Usually, work is halted in winter when the Rohtang Pass is cut off from the rest of the world due to snowfall.

COST AND DELAY

The estimated cost of the project in 2010 was Rs 1,700 crore. It was revised to Rs 2,000 crore in 2015 and now the projected cost by 2019 is Rs 4,000 crore. The project was to be completed in February 2015 but water ingress from Seri Nullah, ban on rock mining, delay in allotment of land needed for quarrying, and loose rock strata in the middle led to a slowdown.

MILESTONES

Conceived in 1998, the project was announced by then prime minister Atal Bihari Vajpayee on June 3, 2000. The work was entrusted to BRO on May 6, 2002. United Progressive Alliance chairperson Sonia Gandhi laid the foundation stone of the project on June 28, 2010.

Former Jammu and Kashmir chief minister Omar Abdullah thanked Prime Minister Narendra Modi on Thursday for spending Diwali in Gurez along the Line of Control (LoC) and urged him to gift mobile connectivity to the people of the area on the festive occasion in a series of tweets. He also asked the Prime Minister to construct a tunnel under the Razdan Pass, which is located at a height of 3,300 metres.

Modi, along with Army Chief General Bipin Rawat, arrived in the Gurez sector on Thursday morning to celebrate Diwali with the troops posted in the forward area close to the LoC. “Thank you for celebrating #Diwali with the people & troops in #Gurez. Please gift the people and troops a tunnel under Razdan pass @PMOIndia,” Omar wrote on his Twitter handle.

“Physical and mobile connectivity would be your biggest gifts to the area this Diwali jenab. #HappyDiwali @narendramodi Sahib,” he tweeted. “You will have noticed that you can’t tweet from there sir. That’s because there is no data and almost no mobile service. Please do help with it,” he added.

Prime Minister to Attend the commencement of Work of Zojila Tunnel and ring roads in Jammu and Srinagar

Prime Minister Shri Narendra Modi will attend the commencement of work on Zojila Tunnel on the Srinagar-Leh National Highway at an event in Jive-tsal in Leh tomorrow. He will also lay the foundation stone for Srinagar Ring Road and Jammu Ring Road at separate events at Sher-e-Kashmir International Conference Centre (SKICC), Srinagar and at General Zorawar Singh Auditorium in Jammu the same day. Union Minister for Road Transport & Highways, Shipping, Water Resources, River Development & Ganga Rejuvenation Shri Nitin Gadkari will also be present at the events.

The 14 km long Zojila tunnel will be India’s longest road tunnel and Asia’s longest bidirectional tunnel. The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi, had approved the construction, operation and maintenance of this 2-lane bi-directional tunnel with Parallel Escape (Egress) tunnel between Baltal and Minamarg on the Srinagar-Leh section of NH-1A at a total cost of Rs 6800 crore earlier this year.

The construction of this tunnel will provide all weather connectivity between Srinagar, Kargil and Leh. This route remains snow-bound for a large part of the year, and is ravaged by frequent avalanches. As a result, road connection to places in the Laddakh region stands disrupted for long periods, preventing even essential supplies from reaching people, shutting down businesses, affecting healthcare and education. The tunnel will bring relief to the people of this region by providing all weather connectivity. It will also cut down the time taken to cross the Zojila pass from the present 3.5 hours to just 15 minutes, besides making the drive much safer and convenient.

The construction of the tunnel is expected to bring about all round economic and socio-cultural integration of these regions. In addition to direct jobs generated during construction, it will also lead to massive indirect and spinoff jobs due to acceleration of economic growth. The government is committed to development of manpower skilled for tunnelling jobs in Jammu & Kashmir. The project has strategic and socio-economic importance, and will be an instrument for the development of the economically backward districts in Jammu & Kashmir.

The Zojila tunnel has been planned as a smart tunnel. It will have latest safety features like fully transverse ventilation system, Uninterrupted Power Supply (UPS), Tunnel Emergency Lighting, CCTV Monitoring, Variable Message Signs (VMS), Traffic Logging Equipment, Over Height Vehicle Detection, Tunnel Radio System, etc. It will have pedestrian cross passages at every 250 meter and motorable cross passages and lay-bys at every 750 meter. It will have emergency telephones and fire-fighting cabinets at every 125 meter.

The Ring Roads and Srinagar and Jammu are aimed at reducing traffic congestion at these cities and making road travel safer, faster, more convenient and more environment friendly.

The 42.1 Km, 4 lane Srinagar Ring Road will link Galandar in West Srinagar to Sumbal. Being built at a cost of Rs 1860 crore, this road will provide a new route from Srinagar to Kargil and Leh, and reduce travel time. There will be a major bridge, three flyovers, 23 tunnels and 2 via-ducts on this route.

The 58.25 km, 4-lane Jammu Ring Road, being built at a cost of Rs 2023.87 crore, will link Jagati (western Jammu ) to Raya Morh. There will be 8 large bridges, 6 flyovers, 2 tunnels and 4 via ducts on this route.

The 14-kilometre long Zojila tunnel will be India’s longest road tunnel and Asia’s longest bidirectional tunnel.

Prime Minister Narendra Modi, who is arriving on a visit to Jammu and Kashmir on Saturday, will kickstart work on prestigious Zojilla tunnel, that will provide all-weather connectivity between Ladakh and the Valley, and lay foundation stones for or inaugurateother infrastructure projects.

The Prime Minister is also expected to dedicate to the nation the 330-MW Kishenganga Power Project constructed in the Gurez area of Kashmir.

“The prime minister will attend the commencement of work on Zojila tunnel on the Srinagar-Leh National Highway at an event in Jive-tsal in Leh tomorrow,” an official spokesman said.

Modi to attend separate events at SKICC

Mr. Modi will also lay foundation stone for the Srinagar Ring Road and Jammu Ring Road at separate events at the Sher-e-Kashmir International Conference Centre (SKICC) Srinagar and at the General Zorawar Singh Auditorium in Jammu.
