Indian Government to launch 'Netra' for internet surveillance

Spy programme will detect words like 'attack' and capture dubious voice traffic from Skype & GTalk.

KOLKATA: The government will shortly launch 'Netra', the defence ministry's internet spy system that will be capable of detecting words like 'attack', 'bomb', 'blast' or 'kill' in a matter of seconds from reams of tweets, status updates, emails, instant messaging transcripts, internet calls, blogs and forums.

The system will also be able to capture any dubious voice traffic passing through software such as Skype or Google Talk, says a telecom department note seen by ET. "Intelligence Bureau and Cabinet Secretariat are currently testing 'Netra', which will be deployed by all national security agencies," the note says. "The specifications of the 'Netra' system can be taken as frozen following tests by the Intelligence Bureau and Cabinet Secretariat, and can be considered for providing multiple user access to security agencies," it adds.

The 'Netra' internet surveillance system has been developed by Centre for Artificial Intelligence & Robotics (CAIR), a lab under Defence Research & Development Organisation (DRDO).

To hasten its deployment, the home ministry will shortly approach DRDO to allocate additional manpower resources to Bangalore-based CAIR, which is also working with the government's telecom technology arm, Centre for Development of Telematics (C-DoT) to formalise a strategy for tracking internet use.

The 'Netra' deployment strategy was recently discussed by an apex inter-ministerial group headed by DoT's member (technology) and included top officials of the Cabinet Secretariat, home ministry, DRDO, CAIR, Intelligence Bureau, C-DoT and Computer Emergency Response Team (CERT-In). The panel also deliberated on ways to respond to computer security incidents, track system vulnerabilities and promote effective IT security practices across the country.

During the meeting, it was also decided that 300 GB of storage space for intercepted internet traffic would be given to a maximum three security agencies, including the IB and Cabinet Secretariat, while an extra 100 GB would be assigned to the remaining law enforcement agencies, the minutes of the inter-ministerial panel meeting showed. Deployment of 'Netra' by security agencies is slated to pave the way for a national internet scanning & coordination centre, which India plans to establish along the lines of existing facilities in the UK, US, China and Iran.

It's juvenile to think those who're seriously scheming for violence against the State will actually use words like 'bomb', 'attack', 'blast' etc. in their correspondence. Most of the actual terrorist communication traffic is cryptic and rely on oblique references/allegories.

Besides, most people use such words normally in their daily/routine correspondences. This spy system will only turn up a lot of False flag alarms if it's working is as simple as it's made out to be in the article.
 
If I was a terrorist I would probably say stuff like " 6 package will be delivered at so and so time at so and so place".

This seems to be more of an effort to control the Modi cyber army and internet freedom in India. Anything to keep the Young prince Pappu on the throne of India.

If this was the US people would be smart enough to protest and raise a stink. In India, people are just stupid and ignorant and will probably thank the India govt. for keeping them safe from pakistani terrorists. LOL.

Well our Security and Intelligence Agencies are clever enough to be better updated with the new terminologies that these terrorist organizations use in their communications - The system will be constantly enhanced and developed till it becomes ideally perfect.....Its a good start atleast - I was longing to see a NSA type internet surveillance in India - whose idea has finally been perceived......

In US you can be arrested put into prison indefinitely without a trial or any reason under the reason of being a potential terrorist..... this is in the National defense authorization act....its far far far worse in US

Internet surveillance is something which is used to control the state this terrorism reasoning is nothing but a sad excuse ....

1. Kapil Sibal has passed a law that anyone posting anything "offensive" on Twitter can be jailed for three years. That's section 66A of the IT Act amended by United Progressive Alliance II in 2008.'
'It's a cognisable offence so you have to be arrested and apply for bail. As though you had committed murder !

2. A small scale industrialist in Puducherry was arrested on Tuesday for allegedly posting 'offensive' messages on the micro-blogging site Twitter targeting Union Finance Minister P Chidambaram's son Karti Chidambaram.

3. A man has been arrested in Agra, Uttar Pradesh, for making what the local police says were "communal and inflammatory" comments on Facebook, about Prime Minister Manmohan Singh, Telecom Minister Kapil Sibal and Samajwadi Party (SP) chief Mulayam Singh Yadav.

4. Police in India's Andhra Pradesh state have arrested a human rights activist for allegedly posting defamatory remarks on Facebook against a local politician.
Jaya Vindhyalaya was arrested in Prakasam district on the complaint of legislator Krishna Mohan, police said.
She was produced in court and was remanded in jail for 12 days.

that glaring difference won't work because Judiciary does not come into the picture . you are simply arrested and put into prison for life without the ability to defend yourself , or trial by court ..

and also the Judiciary in the US is completely sold out to US govt. and the corporates

Highly improbable. In any case US has a JURY system. That takes aware the power of the corporate and the govt. to influence judiciary.

Control over the internet is a typical congress action. I do not believe BJP will ever take such measures.

Sure they will crack down on terror, but since the congress controls majority of Media in India, BJP will be keen to keep the internet free since that the only place BJP supporters get to have their say and post their point of view.

Oh please!!! My views are relevant to the "internet surveillance system" to tackle the challenges faced in countering terrorism only nothing else - I never argued for a government control over internet - As far it is for countering terrorist and other anarchist organizations, it is good, nothing more than that and let me tell you as you are a BJP supporter as I am - it is, to much extent, the internet only through which NaMo shot in popularity and the Congress support deteriorated and they are trying to have a command over the same and if in case NDA faces the same problem somewhere in their tenure to such extent as the UPA is facing it today - then the NDA wouldn't mind to try to monitor the internet as congress is planning to do it today - The very same section 66A of the IT Act was passed in a hurry and there was no significant resistance against the amendment in 2008 by the opposition parties including BJP when perhaps nobody had ever imagined that one day the very same internet can have a huge impact on the public opinion in the nation #Blaming everything on a single party wont take you anywhere its the whole bloody system responsible for it.
