I wish this were true! Cluster bombs make a large area un-usable for a VERY long time as bomblets keep on appearing every now and then. Mostly children are victim of these weapons after the conflict is over.

Sadly neither Pakistan nor India are signatories of this and both keep on producing and stockpiling these abominations.

One of Pakistan's previous regimes, have signed an agreement to provide transit to goods, fuel and arms coming for Afghanistan.
After that India started heavy shipments to Afghanistan, like they were sitting ready and surprisingly ever since none of following regimes had dared to cancel that agreement.
One condition of that agreement is that Pakistan will not verify the contents of the shipment, so containers would be sent to Afghanistan in sealed condition. There was much more to it.. like no proper system of container count was adopted by the port ministry of Pakistan.
Following that transit treaty, terrorism increased in Pakistan, loads of arms dumps were recovered in border areas, which were used to attack Pakistani soldiers and citizens.

Keep on asking India to come to the negotiating table is getting embarrassing and same applies for our sports people trying all the time to play in India. We would like to settle all the disputes with all our neighbours but negotiations are never one sided affair.
