Mangalore crash puts focus back on expat pilots

Mangalore: The crash of the Air India Express plane piloted by a Serbian national today has put the focus back on whether foreign pilots with various Indian air carriers are able to operate in a country with a diverse topography.

There are around 560 expat pilots currently employed with various airlines in India and they account for 10% of the total strength of 5,500 civilian pilots. Air India Express, the low-cost arm of the national carrier, has 125 expat pilots and they reportedly face a number of problems while operating a flight in the country when they are in the cockpit. In all, Air India has 250 expat pilots.

"Expat pilots should be removed because they are not familiar with the diverse topography in India," a retired Indian Airlines pilot, who did not wish to be identified, said.

The common problems that expat pilots face are related to communication and lack of knowledge of topography of Indian
terrain, a senior pilot association official said.

According to Air Traffic Control (ATC) sources, air traffic controllers find it hard to communicate with expat pilots.

"Many a times, foreign pilots are unable to follow the instructions because of the difference in our accent. Also we find it hard to understand what an expat pilot is saying in hishard accent," an ATC source said.

The Indian Commercial Pilots Association of erstwhile Indian Airlines has been often demanding that expat pilots must be asked to go home as there is no shortage of pilots in the country.

"We have been asking the DGCA for their removal and induction of Indian pilots. But every time, the deadline for their removal is extended due to some pressure of the airline companies," an ICA official said.

The government recently extended the time-frame for phasing out foreign pilots employed by Indian carriers by one year upto July 31, 2011.

The move came in the wake of demands by Air India and other airlines that the time be extended beyond July 31, 2010.

The existing policy for validation of foreign (pilots) licences is valid up to July 31, 2010. Directorate general of civil aviation (DGCA) had requested airline operators to submit their plan for phasing out expatriate pilots along with net requirement of these pilots beyond that date, accorading to civil aviation minister Praful Patel.

Patel said that since 2008, the number of foreign pilots has come down considerably and gradually Indian pilots, who have mostly been co-pilots, would soon be elevated to the status of commanding pilots.

Overseas pilots were allowed to fly Indian aircraft initially as during 2004-05, there was stagnation in the aviation sector.

However, after the sector started looking up, in order to maintain the momentum, foreign pilots continued to be inducted. The DGCA has started a programme for phased reduction of the expat pilots.

According to Patel, Indian pilots are capable of flying under any condition and their training and qualification can be compared to the best in the world.

“As the pilot makes the approach the visual reference changes, which requires the pilot to guard against taking the aircraft either too high or low on the approach”, said the pilot who wished to remain unnamed.

The Directorate General of Civil Aviation has prescribed “additional training requirements for table top airports such as the one at the Bajpe Airport in Mangalore,” said the pilot. He said runways at airports such as the one at Mangalore – and “to some extent, the airport at Kozhikode” – are situated on what is “like a plateau.”

Asked if automated systems such as fly-by-wire systems do not ensure precise landings and take-offs, the pilot said, “During the last stage of the landing such as the airport in Mangalore, the pilot has to rely more on his interface with the machine, rather than a totally automated machine.”

Asked if the length of the runway could have been a significant risk factor, the pilot said, “A field, if short, does play a role in such an airport because it impairs his ability to handle the aircraft.” Moreover, aircraft landing in weather conditions such as the one prevailing on Saturday morning may require a longer landing distance. “If there was an increase in the tailwind during landing, the pilot would have required a longer distance to land the craft," he said. “The weather does play an important role in airports on the West coast,’ he said.

“Early reports of the crash, which said that rescue efforts were hampered by a heavy downpour suggest that weather conditions were, at the very least, not entirely favourable,’ he said. This, he said, could have brought the “length of the runway” into play as a critical parameter during landing.

The reason for crash could be pilot error but to confirm this requires investigation. The plane was just 2 years old and the pilot most certainly overshot the runway and took the plane in to the valley.

The reasons could be fatigue or even over confidence. The weather was not great but the visibility was good and the rain is something you expect in Mangalore at this time of the year.

Other issues are the construction plan of the airport itself that did not meet the international safety standards and was an object of numerous public interest litigations. The lessons learnt should ensure better compliance to safety and best practices. This is a costly lesson learnt that has taken away the lives of so many people.

Environment group blames air crash on faulty runway construction


BANGALORE: Did the faulty construction of the second runway result in the air crash at Mangalore airport? Some environmental and social groups strongly believe so.

"This was no accident, but apparently the failure of officials in ensuring proper construction of the second runway at the airport resulted in the tragedy," alleged Leo F Saldanha, coordinator of Environment Support Group (ESG).

He said the Director General of Civil Aviation, Airports Authority of India, Ministry of Civil Aviation and the Karnataka government had failed to ensure that the second runway design conform to national and international standards.

To bolster his claim, Saldhana recalled that the ESG along with Vimana Nildana Vistharana Virodhi Samithi (Local Communities Alliance Against Airport Expansion), Mangalore , struggled against the expansion of the Mangalore airport during the late 1990s.

A key concern raised was that the second runway in Mangalore could not meet the standards required in dealing with an emergency, particularly during landing and takeoff. Even though alternative sites existed, Saldhana said, the authorities proceeded obstinately to expand the airport, yielding to pressure from politicians, and business, real estate and hotel lobbies that benefited immensely from an airport at Bajpe.

When the authorities failed to heed this request, a couple of public interest litigations (PILs) were filed in the High Court and the Supreme Court challenging the construction in the late 90s.

The PILs highlighted that the airport did not conform to the minimum safeguards for emergency situations, particularly during landing and takeoff, neither did it have emergency approach roads on all sides as required. This was evident during the crash on Saturday morning when the emergency rescue teams could not access the crash site due to the difficult terrain (a valley) for over an hour after the incident.

"No one in authority cared to listen to our fervent pleas. This even when we demonstrated through a variety of representations that the site chosen for expansion at Bajpe was surrounded by deep valleys on three sides of the runway and did not provide for emergency landing areas as required,'' Saldhana said.

To ensure such incidents do not recur, the ESG has demanded that the Union government order an impartial Commission of Inquiry into the reasons of this crash, especially investigating the "absolute lack of conformance" with basic runway design standards and emergency approach measures.
