India, US finalise $5-bn defence pacts


India and the US have reached agreements on two lucrative defence deals worth nearly $5 billion that will give employment to nearly 26,500 people in job-starved America. According to a White House statement on Saturday, US' Boeing Company and the Indian Air Force have reached a preliminary


Agreement on the purchase of 10 C-17 Globemaster III military transport aircraft and are now in the process of finalizing the details of the sale.
The statement came hours after US President Barack Obama arrived in India for a four-day visit during which the two countries are expected to finalise many trade pacts.

The statement said once all the heavy transport aircraft have been delivered, the IAF will be the owner and operator of the largest fleet of C-17s outside of the US.

"Each C-17 supports 650 suppliers across 44 US states and that this order will support Boeing's C-17 production facility in Long Beach, California, for an entire year. This transaction is valued at approximately $4.1 billion, all of which is US export content, supporting an estimated 22,160 jobs," the statement said.

India has also declared the lowest bidder and selected the US-based General Electric Company for a contract to provide the Indian Aeronautical Development Agency with 107 F414 engines to be installed on the indigeniously produced Tejas light combat aircraft.

"Upon finalizing the contract, General Electric will be positioned to export almost one billion dollars in high technology aerospace products. This transaction is tentatively valued at approximately $822 million, all of which is US export content, supporting an estimated 4,440 jobs," the statement said.

In late December 2006, Hindustan Aeronautics (HAL) announced a $700-million joint venture (JV) agreement with Irkut Corporation of Russia for manufacturing 60-tonne multi-role transport aircraft (MRTA). Under this 50/50 arrangement with HAL, Ilyushin Design Bureau of Russia would design the MRTA and Irkut corporation of Russia will develop the aircraft, while series production would be taken up by the transport aircraft division of HAL at Kanpur. Irkut is a major investor (40% of project expenses), and will be the coordinator of the Russian side. For HAL, the move is part of an effort to forge new partnerships with global aviation majors for military and civil projects, with an eye on trebling their annual turnover to $3 billion by 2011.

The project has moved very slowly, even as competitors like the C-130J gained traction around the world, including in India, and future rivals like the KC-390 began picking up international partners. Now, a joint venture is supposed to get underway to build 145 aircraft for its initial customers in Russia and India…

The MRTA was described in initial news reports as a 60-ton, 100-seat aircraft aimed at the military freighter market, creating some confusion about its ultimate carrying capacity and competitive niche. Was it destined to replace the Ilyushin IL-76s India flies? Compete with the 120-troop capacity A400M? Further research with Irkut showed it to be a 60-ton total takeoff weight aircraft with a cargo capacity of around 18,500 kg/ 20 tons, giving it similar capacity and dimensions to the Russian An-12 or the USA’s C-130J Hercules. Illustrations showed a jet aircraft whose requirements produce a design somewhat reminiscent of the canceled 1970s US AMST Program that eventually led to the much larger C-17.

Ultimately, however, the plane’s fate may well rest on whether it can break the per-ton price constant in the military market.

Consider:

The Alenia/CMAS C-27J Spartan has a 12-ton capacity and costs about $35-40 million per plane. Lockheed’s C-130J Hercules carries 20 tons and costs about $65 million. the Airbus A400M is projected to carry 35-37 tons and cost about $120-150 million. At the high end, the 80-85 ton capacity C-17 Globemaster III sells for about $200-240 million. That appears to give us something approaching a per-ton constant for Western fixed-wing military transports that can carry tactical vehicles: around $3 million per ton.

Beyond the 20-ton target market of AN-12 and C-130 owners, Irkut also envisions this new plane as an attractive option for customers of the much smaller An-26. If they wish to realize that ambition, and some of their broader goals as well, the question boils down to this:

Can Irkut and HAL offer an ICAO-certifiable military transport with modern avionics near a C-27J’s price range, with a C-130J’s performance and some short field ability?

If so, they may have a winner with good global prospects. If not, India and Russia will have a new transport, and both countries’ aviation industries will still derive some benefits from the program. Irkut claims that the Indian Air Force plans to acquire 45 of these aircraft, and they also see market demand in Russia’s military and civil sectors for another 100 transport aircraft within 12 years of introduction. Subsequent Indian reports are already adjusting the number down slightly to 40, while Russia’s interest remains firm.

Introduction is expected between 2015-2020.

-Heavy Transport Aircraft: Preliminary agreement between the Boeing Company and Indian Air Force on the purchase of 10 C-17 Globemaster-III military transport aircraft. This transaction is valued at $4.1 billion in US export content, supporting 22,160 jobs.

-Commercial Aircraft Sale: Boeing Company to sell for the sale of 30 737-800 commercial aircraft to SpiceJet, which currently operates 22 Boeing aircraft. This transaction is valued at $2.7 billion, with US expoert content of $2.4 billion, supporting 12,970 jobs.

-Gas and Steam Turbine Sale: General Electric to supply six advanced gas turbines and three steam turbines for the 2,500-megawatt Samalkot power plant of Reliance Power, part of the Reliance Anil Dhirubhai Ambani Group. The deal is valued at $750 million, with $491 million in US export content, supporting 2,650 jobs.

-Financial Support on Infrastructure: US Ex-Im Bank Agreement will provide Reliance Power, the flagship of Reliance Anil Dhirubhai Ambani Group, $5 billion in financial support for the purchase of US goods and services for 8,000 megawatts of gas-fired electricity generating units and 900 megawatts of renewable energy.

-Diesel Locomotive Manufacturing Venture: The Indian Ministry of Railways announces pre-qualification of GE Transportation and Electro-Motive Diesel for a venture to make and supply of 1,000 diesel locomotives over 10 years. The estimated US content of contract to exceed $1 billion.

-Motorcycle Assembly Plant: Harley-Davidson Motor Company says preparations underway to open a new plant in India for the assembly of motorcycles.:cheers:

-Medanta Duke Research Institute: Duke Medicine in North Carolina, one of the leading academic health systems, and Medanta Medicity in Gurgaon, announce joint venture to on clinical research. Duke will be partner Jubilant Life Sciences of Uttar Pradesh to conduct research studies and co-develop promising discoveries.

- Long-range Antenna System for Rural Telecommunications: SPX Communication Technology in Maine in the final phase of the pilot deployment of its long-range antenna system with two leading Indian mobile operators. The value of the initial trial equipment is expected to generate $1 million, with 100 percent US export content.

-Pre-fabricated Housing: Spancrete Machinery of Wisconsin announces the sale of six sets of its hollow core, precast production equipment, including installation, training, and after-sales support, to Hindustan Prefab. This transaction is valued at approximately $35 million, all of which is U.S. export content, supporting 30 jobs.

-Cell Phone Rollout: Intuit of California will launch new mobile and web-based marketing service in partnership with Nokia. This innovative technology will help Indian micro and small businesses.

-Trace Explosive Detection Equipment: Implant Sciences of Massachusetts signs contract with the Ministry of Defence to supply its Quantum Sniffer H-150, trace detection devices for the Indian Army to detect the presence of explosive, bomb-making materials that could be used in a terrorist attack. The transaction is valued at $6 million, all of which in US export content, supporting an estimated 30 jobs.

No surprises! all was on cards since very long! creating a hype regarding US-India bussiness deal is nothing to be worried at the time. important issues remain unaddressed yet.
 
Why is India going for the C-17.It will be devoid of all critical and cutting edge technologies unless and until India signs the LSA and CISMOA.Without these components the American machines are as good as the Russians.It would be better if we go for Antonov in that case.
