At 150km/h, it is not HSR, I am not sure why India needs China's help to build some regular railway tracks. I am sure India has the tech know-how, maybe what India needs is the project management?
Let's see what is negotiated, right now its a proposal stage. From the HSR scout/analysis team that China sent for the Chennai-BLR route earlier, I am sure lot of professional contacts were made between the two sides on where overall China has things to offer even outside of HSR (HSR itself is really apex of pyramid afterall in the field).
This is akin to the contacts made in other sectors in earlier days too, like say with Solar. People assume that its simple PV import, but its more complicated than that if you watch the trade fair dialogues etc, the discussion always engaged on bringing local production with Chinese expertise....and that is what has happened over last few years...and then the next tier takes place.
Of course it will be different to countries that are starting from scratch in railways....China provides much more on that and also takes bigger cut long term.
