NADRA is government corporate which operate independently, and one of the few govt. corporations which we praise and are proud of. As it's independent corporate, so it works efficiently and have made the process simple, people don't have to deal with sarkari clerks - For remote villages they have deployed mobile vans for facilitation. I wish Passports responsibility is also given to NADRA fully as well.
Other than current voter verification issue where govt. tried to interfere in NADRA and pressurized it's Chief to resign, there is no known incident of misuse.
Good thing is that despite issuing documents to Pakistanis on price less than cost it's still profitable corporations as it generates revenues by service & solution exports.
I am not fully aware of current integration level with different department as i mostly live out of country, maybe some other can tell you - but afaik Passports, Arm License, Driving License, tax filing etc. are linked with CNIC, Land & Property records are in process. I didn't get my smart NIC yet which is introduced recently (i guess 2012), so don't know what facilities it have.
)....and u get the card....now the thing is in rural areas the card authority has to complete enrollment of a fixed amount of persons per day as per the norms given by our new guv.
