Here in UAE if an applicant cancels his Visa and Emirates ID card, and comes back on a new visa and applies for an Emirates ID card, the Emirates ID personal will not ask if he had been in UAE before or not. They will simply take the finger print scans of the ten fingers and the sides of the palms as usual procedure and search in the records and the applicant gets his new ID card with the same old number that he had earlier.

Yes, they rely on biometrics. Because a person can get a passport with different name and different nationality but biometrics are not easy to change.

They have also started a trial phase of using the Emirates ID card as an ATM card with a bank and in future it will be incorporating Medical Insurance, Driving License etc.., all in a highly secure chip ID card.

Also many government institutions are using this card for data retrieval for example all your details are there, name, nationality, passport no. visa no. DOB etc. so as an example when you go for opening a bank account the person at the counter does not have to fill in the details in his bank software. He just inserts the applicants card in a reader and the bank system retrieves the required information from the card. Saving time and typing errors.

Each institution gets a certain level of access, for example banks cannot access the biometric information as they do not need it they just get access to basic info like name address, nationality DOB etc., place of work etc.

Speaking of passport numbers I don't know if you have noticed, Pakistani passport numbers remain the same for person, only the last digit changes. For example if you have AAXXXXXXX1, when you go for renewal or get a new one in lieu of a lost one you get AAXXXXXXX2 and then AAXXXXXXX3 and so on. Meaning each person has got a pre-reserved range of numbers, unlike before (manual passport) when passport numbers used to change completely upon renewal or when get a new one in lieu of lost one.

Let me add one more thing, the emirates ID card for expatriates is linked with the visa expiry.

Expats and locals at the time of renewal have 3 options to renew it:

1) go to an Emirates ID center

or

2) go to an authorized typing center

or

3) apply for renewal online on Emirates ID website and pay through credit card or debit card. I always use this option.

After going through one of the above option and once the visa is renewed, the MOI systems sends the information automatically to emirates ID system and i get my new ID card by post within 10 days.

biometrics systems works on proximity not 100% match and i don't think the issuing authority will be validating every new thumb impression with millions in their database to find duplicate as it's not feasible.

Abu Dhabi Police: Emirates ID database accelerated the arrest of convicts and suspects

The database owned by Emirates Identity Authority (Emirates ID) contains the fingerprints of the entire population in the state, which enables the identification of criminals by matching the fingerprints found in the crime scene within few seconds.

The Head of the Forensic Evidence Department in Abu Dhabi Police, Col. Abdul Rahman Al Hammadi said in a statement published by Emarat Al Youm newspaper that the "fingerprinting" of the victims or suspects used to take much effort in the past, in addition to human resources, devices, equipment and archives which were required. He indicated that the procedure currently requires that the competent employee inquires about the fingerprints of the concerned person by just entering the ID number on the computer which is linked to Emirates ID database and compare it within few seconds.

He added that the results of matching the anonymous fingerprints with Emirates ID prints in the first quarter of the current year resulted in the identification of 344 victims, 88 convicts and 233 suspects.

Col. Al Hammadi explained that the demographic database of Emirates ID contributed in accelerating the identification of criminals by taking the fingerprints from the crime scene and entering them in the civil and criminal fingerprint database.


He indicated that the system enables the department to cross out the fingerprints of the concerned victims without having to come to the police departments and to identify anonymous and decomposed bodies that are hard to identify through facial features.

He pointed out that about 80% of the fingerprints taken from the crime scenes can be easily identified through Emirates ID database.

The Director General of the General Directorate for Security Affairs & Ports, Chief Dr. Saif Bu Zfira Al Amri stressed that Emirates ID demographic database largely contributed in facilitating the procedures and accelerating execution. He indicated that the major achievements in this field is the linking process to the identity system with regard to prints. It enabled cutting down steps which were necessary to issue criminal record certificates and fingerprint matching in addition to the identification of criminals and anonymous bodies. It significantly shortened the process of fingerprint matching with regard to the procedure and time needed.

He stated that Abu Dhabi Police is keen on enhancing all means of cooperation and coordination with the organizations and sectors in the society with the goal in mind to always provide police and security services up to the level of the progress and international reputation of the UAE.

Head of the Forensic Matching and Information Section in the fingerprint department, Lieutenant Ismail Abdullah Al Karbi said that Emirates ID database saved much effort and time for those needing to issue criminal record certificate. In the past, customers had to appear in person to one of the police departments so that the concerned technician may take their fingerprints and send them to the head office of the fingerprint department to complete the rest of the procedures. Currently, the certificate applicant need not attend in person. They are only required to present a copy of the ID card to one of the fingerprint offices or go online to the police website and enter the ID number and send it to the fingerprint department.

He said that Emirates ID database contributed in solving civil cases and returning rights to their owners including cases of leases or powers of attorney when signing them through the print of persons not mentioned in the cases, persons mentioned or other deceased persons.

Earlier this year Emirates ID announced its achievement of the population register of the state and registering all nationals and residents in the smart ID card project.

Emirates ID stressed that the provision of a comprehensive database of the UAE population fingerprints will contribute in supporting the projects related to the UAE Vision 2021 by enhancing the security and progress of the society and supporting the eGovernment projects through identity verification in online transactions. It should also contribute in reducing the phenomenon of identity theft that is increasing throughout the world and causing countries, governments and individuals to incur huge financial losses of hundreds of billions of dirham every year.

Emirates ID indicated that the population register system and ID card project constitute a part of an integrated electronic system of identity management, enhancing the national and individual security in the state, supporting strategic decision making, developing the government services and supporting the state direction towards building a solid competitive economy and a society that enjoys the best living standards in a generous and sustainable environment.

I guess you didn't get what i said earlier, let me clarify again - Biometric verification in simple language is comparing the image/picture with others. If you want to verify on persons biometric impression with just ones which you have in record can take few seconds (as already mentioned in article see the blue highlighted part), You can imagine how much time it will take to compare one thumb impression with millions in database. The entire database search is feasible only in critical cases not every day to day job.

Rest of the post or previous post are benefits of having all data (banking details, police records, medical info etc.) integrated and it's tagged with unique identity number for retrieval.

Authorities in India are investigating how Hanuman, the monkey god, has been issued a biometric identity card.

The card photo features the character from the Hindu epic Ramayana wearing gold and pearl jewellery and a crown.

"The process of identifying the operator and the agency is on. It will not take time for us to identify. But I must also point out that such instances are few given the vast number of cards we process," he added.

India launched the huge national identity scheme aimed at cutting fraud and improving access to state benefits in 2010.

The scheme aims to issue an ID card with a 12-digit unique number to all of India's 1.2 billion citizens with details of their biometrics - including an iris scan, fingerprints and photographs.

Prints of all 10 fingers and retina scans are being done to make it 100% fail safe. And databases are searched for validating every new issuance to avoid duplication of cards, that was the original purpose of the project, and that's why the project is taking time.

Hindu deity Hanuman gets unique ID
Stunt shows that one can easily get an Aadhar card by paying money to agents or touts

Strange as it may seem, Hindu deity Hanuman of the epic Ramayana has now got a unique identification number — 209470519541.

He has been assigned the 12-digit ID as part of the Indian government’s Aadhar card drive. Not just that, the deity has got a mobile number, an address in North Rajasthan and a father “Pawan-ji”.

Issued in the name of “Hanuman-ji”, the Aadhar card shows the deity wearing a crown and a string of pearls, adorning the same look in that he is worshipped across the country by millions of Hindus.

In the epic Ramayana, Lord Hanuman is the son of Vayu, the Wind god, or “Pawan-ji’.

Last week, the card was delivered to the post office in the Sikar district of Rajasthan. Since there was no authentic recipient for the card, the local postman could not deliver it. The card will now be sent back to Bengaluru from where it was dispatched on September 6.

If an Aadhar card can be issued to Hanuman-ji, it can be issued to anyone, was the message.

The incident highlighted the apprehensions that the data collected by private agencies for issuing the Aadhaar card could be easily misused and manipulated.

“When postman Heera Lal received the card for delivery, he was shocked and brought the matter to the notice of senior officials. When they tried calling the mobile number listed on it, it was found to be switched off. Heera Lal thought that by mistake Hanumanji’s picture must have got placed on the card. So, he tried to search for the man ‘Hanumanji’. Since the address was incomplete, we were forced to open the envelope just to check for more details. But we were shocked to see Lord Hanuman’s photo on the card,” postmaster Gobraj told Gulf News over the phone.

He said the Unique Identification Authority of India (UIDAI) should probe the matter further and find out the person behind the mischief to prevent recurrence of such incidents. However, the preliminary probe into the matter suggests the card was made by one Vikas Kumar, a computer operator in Rajasthan, who hit up on the idea of submitting an Aadhar application.

“I tried several times to get an Aadhar card made for myself, but my finger prints were always rejected by the system, so I applied in the name of Hanuman and I gave my address and phone number,” Kumar told Gulf News.

The number Kumar listed on the card belongs to one Ankit who earlier worked in a private agency involved in the process of issuing Aadhar cards.

The Indian government’s Aadhar scheme assigns each citizen a unique identification number after registering his biometrics and fingerprints. However, the Aadhar scheme has been plagued by anomalies since its inception with lakhs of cards remaining undelivered after they were found to be fake.

The stunt by Kumar clearly shows that one can easily get an Aadhar card by paying money to the agents or touts. In the past, illegal migrants from Pakistan and Bangladesh have also been found to be availing the facility by paying as little as Rs200 to touts who manage to get around the so-called unbeatable unique identification mechanism. The government outsourced the task of issuing the cards to various private agencies who have been doing so without carrying out proper verification. However, Director General of UIDAI Vijay Madan feels the system is foolproof.

“UIDAI has an accuracy rate of 99.9 per cent, and this incident accounts for less than .1 per cent of the cases which slip through the system. Since the population is so huge, when the absolute number of such cases adds up, it seems huge. This is an exceptional case and it can happen again since UIDAI follows a technological process, and sometime such rare and exceptional cases slip through it. Even if such cases take place, the processes built by the agency soon catch up and clean the system of the data,” Madan told Gulf News.

He said the UIDAI has set certain rules to deal with such cases, which includes blacklisting the agency or registration of a criminal case if the mistake was found to be intentional. The agency involved in the incident has been removed.
