I value your opinion about not wanting a nuclear war. But here is a reality, anyone who has to face a nuclear first strike will have much higher damage.

Pakistan has always stated that any attack or any 'adventure' by India can be retaliated by a nuclear response, meanwhile India and Pakistan are at low intensity war for all practical purpose; around LOC.

Further, by bringing in Tactical Nuclear Weapons in the equation, Pakistan has lowered the threshold of usage of nuclear weapons. Now even a commander sitting at border can conduct a nuclear strike on Indian soldiers.

This means India needs to calibrate her response. Vis-a-Vis China, which has declared a policy of No-First-Use, India has no policy of a first strike. Vis-a-Vis Pakistan, which can use nuclear weapons as a deterrant against Indian forces, India is debating a policy of pre-emptive first strike when there is surity of Pakistan using her nuclear weapons.
