India names Pak army as thorn in ties

New Delhi: India has raised the issue of terror outfits operating in Pakistan at the restricted meeting between US President Barack Obama and Prime Minister Manmohan Singh at the Hyderabad house on Monday.

Sources said while India was keen to take the dialogue process forward and remove the wrinkles in the ties between the two countires, it was the Pakistani army that was a stumbling block

Singh reportedly said that the top brass in Pakistan does not want the dialogue process to move forward. Unless this spoke in the wheel was removed or eased, the relationship between the two nations would remain troubled.

The prime minister also pointed out that while the Pakistani government was keen on talks, it was Pakistani army that was holding them back.

India also gave ample evidence of the terror outfits operating within Paksitan and told the US that these warlords are a threat to both India and the US.

The talks began with a one-on-one between the two leaders, followed by delegation-level discussions.

The Indian Express reports: Meanwhile, India and the United States have finalised at least four agreements -- on shale gas reserves, weather forecasting, health and energy cooperation programme -- by Sunday evening, top government sources told The Indian Express.

The agreements are expected to be signed at the Hyderabad House meeting.

Sources said Prime Minister will be accompanied by External Affairs minister S M Krishna, Finance Minister Pranab Mukherjee, Defence Minister A K Antony and Home Minister P Chidambaram.

A few more agreements are in the works as negotiations continued till late in the night, sources said. The two countries will call for a meeting of the joint working group, with focus on higher education -- expected to be reflected in the joint statement of the two leaders on Monday.

"Shale gas reserves" is a new area India is readying to tap and US companies are waiting with their technology. Shale deposits are found across the Gangetic plains, Assam, Rajasthan and many coastal areas but yet to be explored.

Recently, ONGC announced plans to start a pilot project in 2011. With a memorandum of understanding in place, the two governments can hope to find common ground to explore hitherto untapped sources of energy.

The two governments will look at another pact on 'energy cooperation programme'. This will broadly cover all sources of energy, including renewable source, and ties in with Obama's focus on climate change.

A pact on "weather forecasting" is also on the cards. This flows from the commitment both leaders shared last year -- when Singh visited the US in November 2009 -- that they looked forward to increase agricultural cooperation, promote agricultural research, etc.

A pact on establishing a 'regional global disease detection centre in India' and to build a partnership with the US Centers for Disease Control and Prevention is also likely to be signed.

That's the whole point isn't it? Pakistani military is an important decision maker in their country, some would say much more than the civilian govt. Every other nation in the world has realized this except India. Every time an important dignitary from US goes to Pakistan, he/she makes sure to meet the military chief. Case in point, Mrs. Clinton's visit.

It's only India which is blindly giving importance to their civilian govt. and refusing the military the importance it deserves.

Dude Indians realize it as well. All the nations dont share a border with Pakistan. They come to Pakistan give some weapons or money for the weapons to Pakistan( read army ) get their job done and leave.

Indians cant do that.A political problem can never be solved militarily and we realize that.
One word to explain all. Kargil.

Hope yoy got My and essentially GOI's Point of view.

Media must refrain from using such words as 'thorn' etc. Creates needless negativity. I did not see 'thorn' anywhere in the report except the headline.

We??? you mean You aka Indian establishment.

The Pakistani civilian government has always been talking about talks in a civilized way with India and every time the Civilian Pakistani government has been having approval of our army too. Hence this rant by Indian government for cashing Obama visit is worst than BS.

And on the other hand Pakistan army is very much part of Pakistan and Pakistani civilian government. Looking at it a separate entity is only a diatribe of those who want Pakistan to lose its army and become a minnow like bhutan or madives for the regional bully.

And India should not forget that it was Military ruler Musharraf who gave India so much leverage to India on country of Kashmir occupied by India otherwise NO civilian government in Pakistan can take such a risk in times to come too.

If pakistani army isnt influencing the politics in pakistan, then there should'nt be any problem, the influence of army there has gone down drastically and its a good thing because WE NEED TO COEXIST PEACEFULLY
