Its a Rubbish request.

People needs to decide on their loyalties. Once they have chosen, they get OCI cards (Overseas Citizen of India) or Indian passport. Not both.

Why should they have dual citizenship? You should either be an Indian citizen or that of any other country, not both. Simple choice.

Some do misuse the law, some being in Khobragate incident, Vijay malya. It's not impossible but it's illegal. As I asked what are the risks if dual citizenship is granted? Does it permits other nation to act as shield if something bad is done by a person holding dual citizenship. How to correct it?

India should have a pact with few countries and have a policy to prevent tax fraud, and allow dual citizenship with those select few nations.

A US citizen cannot apply for Indian citizenship without Renouncing his own citizenship.

Similarly a Indian born US citizen will loose his Indian citizenship and cannot reapply for a new passport once's his old passport expires.

There is nothing forbidding them or allowing them. The law is silent on this specific point. Only for all practical matters its not possible unless a country offers citizenship without asking them to declare their loyalty.
