Just an example. To be clear, we are greatful for the grant or aid provided by countries through third party organization like WHO, UNDP and WB. Countries like US do fund through Ford Foundation. While UK refused to stop giving Aid to India when it's MPs raised fury in their parliament saying their strategic interest needs to be protected. They fund NGO's who do some work, but want to gain some influence or foothold in politics.

Sanitation project, health care projects are given preferential grants or interest free loans by WB or IMF to various state govt if they meet the targets of previous years. India at the federal level has repeatedly requested various foreign govt's not to provide aid. Grants or aid from multilateral organizations are welcome. Melinda Gates foundation has done a lot through their NGO for example.

for a large country like India or Pakistan money is money
if USA gives $2 billion in military aid Pakistani army can shift $2 billion in Pakistani taxpayer money to non-military purposes. Vice Versa.

this is nothing new. they regularly receive aid int he shape of bribery from west as well to get defence deals. Britain sends doctors and aid every year to help Indians living below poverty line.
this is all smart diplomacy, India gets others to pay for its basic expenditures on population and uses that money for power projection through multi billion dollar space program and defence purchases in a way it is a subsidized program to counter china.

The third world countries depend on the economic assistance. Pakistan is no exception. But India is not the "Rich" "Super Power" you make it out to be, end of the story.

India recieves 2$ aid per capita , pakistan 6$ .
Aid recieved as % of GNI is 0.41 % for pakistan as opposed to 0.091% for India.
