The Taliban made some promises, and now it is time for the Taliban to deliver. If the Taliban proves it can control the situation and live up to its promises, then China and Russia will make real recognition. Such recognition is not arbitrarily guaranteed or discarded. It's not like the one between the U.S. government and the previous Afghan government.
