China had many failed policies too. In 1990's , China tried to marketlize health care and education but those were backfired. Many people couldn't afford to go to hospitals or schools. Then they abolished all the fees for 9 years school education and capped higher education fee. Health care was also back to cover almost everyone. Rural village clinic system was also back.
