India-Bangladesh joint military exercise SAMPRITI-2016 to commence from 05 Nov

As part of the ongoing India Bangladesh defence cooperation, a joint military training exercise SAMPRITI 2016 is being conducted at Tangail, Dhaka, Bangladesh from 05 to 18 November 2016. Exercise SAMPRITI is an important bilateral defence cooperation endeavour between India and Bangladesh and will be the sixth edition of the exercise which is hosted alternately by both countries.

The joint exercise SAMPRITI 2016 will simulate a scenario where both nations are working together in a Counter Insurgency and Counter Terrorism environment under the UN Charter. The exercise curriculum is progressively planned where the participants will initially get familiar with each other’s organizational structure and tactical drills. Subsequently, the training will advance to joint tactical exercises wherein the battle drills of both the armies will be practiced. The training will culminate with a final validation exercise in which troops of both armies will jointly practice a Counter Terrorist Operation in a controlled and simulated environment.

India-Bangladesh Joint Military Exercise Sampriti-2016 begins in Bangladesh

The Sixth edition of India-Bangladesh Joint Military Exercise “SAMPRITI-2016” commenced at Bangabandhu Senanibas, Tangail today. Main focus of this edition of the fourteen day joint exercise which will terminate on 18 Nov 2016 is on Counter-Terrorism Operations in mountainous and jungle terrain under the United Nations Mandate. To achieve interoperability in joint operations the troops from both sides would acquaint themselves with respective approach of the two armies towards the conduct of such operations. A comprehensive training programme spanning 14 days has been drawn up for the purpose. A Company Group of The MAHAR Regiment is representing the Indian Contingent.

In the initial stages, both armies would familiarize each other in various tactical drills and procedures. They will thereafter graduate to execution of joint tactical operations like Cordon and Search, Road Opening, Raid and House Clearance.

SAMPRITI series of bilateral exercises is one of the major bilateral defence cooperation initiatives between India and Bangladesh. The previous joint exercise with the Bangladesh Army was conducted successfully in the year 2015 at Binnaguri, West Bengal in India. The Indian Contingent is scheduled to return to India on termination of the Exercise in the third week of November 2016.

First Training Squadron visits Chittagong (Bangladesh)

Indian Naval Ships Tir and Sujata, alongwith Indian Coast Guard Ship Varuna, comprising the 1st Training Squadron, are on a visit to Chittagong, Bangladesh from 11 – 15 Nov 16 as part of their Overseas Deployment during Autumn Term 16. The Senior Officer of the 1st Training Squadron, Captain DJ Revar, would be embarked on board INS Tir.

India and Bangladesh have a close, long-standing relationship covering a wide spectrum of activities and interactions, which has strengthened over the years. The people of India and Bangladesh have close cultural bonds and a shared vision of a democratic society. The present deployment of the Training Squadron to Chittagong would further cement the close relations between the two nations and the two navies.

The First Training Squadron forms part of Southern Naval Command (SNC) and comprises Indian Naval Ships Tir, Shardul, Sujata, ICGS Varuna and two Sail Training Ships Sudarshini and Tarangini, all of which have been built in India. The primary aim of the Squadron is to impart training to Naval and Coast Guard trainees, with a 24 weeks ab-initio sea training being imparted. The trainees are imparted training in Seamanship, Navigation, Ship Handling, Boat Work, Technical aspects, etc whilst being exposed to the rigours of life at sea, so as to earn their ‘sea legs’.

Southern Naval Command is the Training Command of the Indian Navy, which provides both basic and advanced training to officers and sailors of the Indian Navy. The Indian Navy has also been providing training to personnel from Friendly Foreign Countries for more than four decades, wherein more than 13,000 personnel from over 40 countries have been trained. The Indian Navy’s focused approach for providing high quality training by constantly adapting to evolving tactics and technologies, has gained it a reputation of being one of the finest training destinations.

Though the discussions on the contours are still going on, what India is eying is a comprehensive defence pact that encompasses training, sale of military hardware and military to military cooperation. India is also willing commit up to 500 million USD in line of credit for military cooperation with Dhaka.

If comes through, this would be India’s highest ever credit line for defence cooperation. For years, India was not keen on giving line of credit for defence hardware purchases, but that policy is changing slowly but steadily.

For India what lends urgency to wrap up a comprehensive pact is Dhaka’s growing proximity with China on defence matters. Hasina is slated to visit both Delhi and Ajmer. Sources said the “discussions for a defence pact is progressing and yet to reach a final shape.”

In November last year, Bangladesh purchased two submarines from China, much to the discomfiture of India. And China remains Bangladesh’s biggest supplier of military hardware.

Bangaldesh Army DGMS calls upon Indian Counterparts

India has been on the fore front in training the doctors and paramedical staff of Sri Lanka, Bhutan, Nepal, Afghanistan and Bangladesh through the highly respected Indian Armed Forces Medical Services.


Maj Gen SM Motahar Hossain, DGMS (Bangladesh Army) called upon Lt Gen Manoj Kumar Unni, DG AFMS & Lt Gen Velu Nair, DGMS (Army) today and expressed gratitude for the unflinching support and continuous cooperation of Indian Armed Forces including in treating the patients being referred to India.


Visiting DGMS sought expert technical advice on medical matters through telemedicine and in other sophisticated fields of surgery & organ transplant to which the hosts expressed willingness.

Cabinet approves of MoU between India and Bangladesh on Aids to Navigation (AtoNs)

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved signing of a Memorandum of Understanding (MoU) on Aids to Navigation (AtoNs) between the Directorate General of Lighthouses & Lightships (DGLL), Ministry of Shipping, Government of India and the Department of Shipping, Government of Bangladesh.

The MoU envisages cooperation between Bangladesh and India:

a. To extend advice on lighthouses and beacons;

b. To extend advice on Vessel Traffic Service and chain of Automatic Identification System (AIS); and

c. To impart training as per International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) training module to AtoN Managers and Technicians for Bangladesh.

The MoU will enable both the countries to collaborate in the following areas:

a. To provide advice on AtoNs;

b. Provide academic interaction by imparting training to AtoN personnel; and

c. Provide necessary cooperation in organizing workshops/conferences for enhancement of skills in AtoN field.

The MoU will also help in greater cooperation in capacity building in the field of AtoN training in the South Asian region. This will give a boost to imparting training on the management of marine aids to navigation based on IALA Model Course E-141/1 and accordingly facilitate the delivery of a professional training course as per the IALA guidelines.

India and Bangladesh are two important developing nations in the South Asian region. Both countries maintain a long tradition of friendly and cordial relations which has been manifested in the several bilateral visits of dignitaries from both sides during recent years.

Background:

As per International Maritime Organisation’s (IMO’s) requirement, authorities in various countries, provide appropriate Aids to Navigation in their waters as per international recommendations and guidelines. Marine aids to navigation such as lighthouses, beacons, DGPS, navigational and mooring buoys are operated to enhance the safe and efficient navigation of vessels and/or vessel traffic. Directorate General of Lighthouses & Lightships establishes and maintains Aids to Navigation in India, for safe navigation in Indian waters. DGLL having expertise in lighthouse engineering maintains large inventory of Aids to navigation which includes 193 lighthouses, 64 Racons, 22 Deep Sea lighted buoys, 23 DGPS stations, 01 Lightship, 04 tender vessels, National AlS Network, Vessel Traffic Service in Gulf of Kutch.

IALA is the international body coordinating and harmonizing the use of all Aids to Navigation. India represented through DGLL, is a member of IALA Council. As a step towards regional cooperation, India and Bangladesh have signed a Memorandum of Understanding for cooperation on AtoN. As per the MoU, the DGLL on behalf of Ministry of Shipping, Government of India shall advise its counterpart Department of Shipping, Ministry of Shipping, Bangladesh on AtoNs including Vessel Traffic Service, Chain of Automatic Identification System. In order to train AtoN personnel of Bangladesh, DGLL shall organize training as per IALA training module to AtoN Managers and Technicians, organize Workshops/Conferences. This will help in capacity building of Bangladesh AtoN Personnel.

New Delhi: Indian Naval Ship Sumitra that was rushed for rescue operations to Bangladesh's Chittagong that was hit by cyclone Mora, has rescued 18 persons so far, officials said on Wednesday.

The search and rescue operation was taking place 90 miles south of Chittagong. Cyclone Mora had earlier caused havoc in Sri Lanka, killing at least 180.

The ship was rescuing persons who were blown away by Mora from the shores and coastal homes.


"One of the rescued men had no pulse or heart beat but was revived and is currently on ventilator on board the ship," a Navy official said.

Indian Naval ships were prepared for the rescue and relief operations as the cyclone had approached Bangladesh on Tuesday.

The Indian Navy on Wednesday despatched another ship, INS Gharial, to join the relief operations at Chittagong, hours after the INS Sumitra rescued 33 people, affected by Cyclone Mora, from the Bay of Bengal about 160 kms from Chittagong, Bangladesh. Cyclone Mora has wrecked havoc killing at least nine people and leaving over 50,000 families homeless in Bangladesh.

The Eastern Naval Command (ENC) sailed out INS Gharial on Wednesday afternoon with HADR (Humanitarian Assistance Disaster Relief) stores that include food, clothing, medicines and water. The ship is expected to reach on Friday. The ship has embarked medical and diving teams along with additional rubberised boats and diving equipment.

The ENC has been deploying P-81 aircrafts as part of its rescue operation in Bangladesh. The cyclone has affected over a quarter million people in the country, the disaster management ministry said. As many as 286,000 people in 16 coastal districts were affected by the storm, Bangladesh Additional Secretary Golam Mostafa was quoted as saying by bdnews24. Around 54,500 families have lost properties in the storm as nearly 60,000 houses have been damaged along with 1,592 acres of farmlands, he said.
