India asks Russia to upgrade two submarines

Why they don't upgrade it by themselves !?
All our shipyards are running at maximum capacity,so taking Russian help is not a bad idea, also their are some systems which only Russians as OEM can upgrade.

They already tried.

Submarine INS Sindhukirti stuck in refit for 8 years - The Times of India
The refit was to be completed in three years but it may actually take a decade now. "If the submarine had been sent abroad for a refit, it would have cost around Rs 900 crore, without the huge time and cost overruns witnessed now," said the source.

However, various reports suggest that the poor workmanship of the shipyard has rendered the boat unfixable and she will probably never enter service.

Then don't you think you should build more shipyards.

According to the Indian media, you guys only have 7 active conventional submarines, plenty of room for expansion.

Let's be honest. Neither India has know how nor anyone wants to take risk of an Indian shipyard doing upgrade in wake of INS Sindhurakshak disaster and alarmingly low submarine fleet.
I even wish that Indian shipyard don't do it. Imagine if Sindhurakshak was upgraded in India.

Massive capacity expsnsion is on the way private sector has entered & the state run shipyards are also adopting modern methods of shipbuilding like modular ship building

failures will lead you to success ... if you don't have courage to overhaul ( I hope that I used proper word for it ) and upgrade it in your country , you won't reach the level to make your own submarines ....

and don't trust russians , I'm sure while they are upgrading it for you . they are busy negotiate with china to sell its information to them as well ...
