After several months of hectic negotiations on technical details, India andRussia are ready with a detailed work-share agreement for joint production of a fifth generation fighter aircraft (FGFA). Russia will now share critical new generation aircraft technologies as part of a deal that would include production of over 100 fighters in India. The two nations are also expected to incorporate a new company by October for the production of Kamov Ka 226 light choppers, which would involve significant private sector participation. Both projects have been accelerated ahead of Indo-Russian summit talks in Goa next month that will be attended by President Vladimir Putin. Officials who have been briefed on ongoing talks told ET that the FGFA programme in particular will yield rich dividends to India due to the quantum of technology on offer. “From a preliminary documents that was barely two dozen pages, we have agreed on a 650 page detailed plan that specifies exactly what all will be shared,” the official said. Unlike in the past when a broad agreement would be signed on fighter deals like the Su 30 MKI contract, this time around Indian negotiators have gone deep into details of the joint production plan. The project got a boost last year from Defence Minister Manohar Parrikar after being on the brink of collapse. The signing of the work share agreement is expected shortly, with India committing to invest $4 billion over the coming years to develop a tailor-made version of the fighter. One of the major concerns of the Indian side was the development of a new jet engine for the fighter and its weapons package. India has already spent $300 million in a preliminary design contract for the project with Russia that was completed in June 2013. In the initial stage, HAL and Russian Helicopters will sign up for the joint company but the Indian side is clear that a private sector partner will be brought in at a later stage to assist the project. Pune-based Kalyani Strategic Systems is tipped as a frontrunner for this partnership to manufacture helicopter engines for the KA 226. On the chopper contract, officials said that work is being accelerated to ensure that a new joint company is incorporated by the time the summit level talks begin.

both sides need it to counter the F-20 and J-31 from China

Ok. I am believing the source. So in effect can we see an PAKFA in India next year?

you mean russia need to counter china:-). what most people dont understand on this forum is that russia would never like being overshadowed by its neighbour .although they keep singing songs about their friendship , both are keeping tab on each other. recently i heard some chinese ultra nationalist were demanding to bring back the land they lost in border agreement:o:.
eventually india will have support of both usa and russia in coming years to counter china:yahoo:

at some point russia will join the Europeans. china might decide to patch up with India

most probably between 2018 -2020. i read somewhere russia is building 3 pak fa for india.

I'm not sure how correct the above infographic is (considering a lot of dates are expired), but if plans are correct, it mentions:
  1. 144 units of Su50E
  2. 40 units of FGFA
There was a news of Russia offering India PAK FA initially till FGFA develops and matures, don't know how India has responded. The original schedule of FGFA development is running way behind.
So if the news is correct that India and Russia have agreed upon work load share agreement, it also means that concerns of IAF with respect to platform's capability have either been addressed or a definitive plan has been accepted.
FGFA is not only important to India to tackle future concerns & threats in region but also from pov that unless there is a firm roadmap for generation 5 fighters, the current chaos going around with respect to Generation 4-4.5 fighters will continue. Today a lot of companies are pushing their Gen 4-4.5 fighters as this perhaps would be the last exercise by India to form a fleet of modern pre Gen 5 fighters.
Once commitment (both technical and budgetary) to Gen 5 fighter comes, there would be a freeze on previous generation fighter plans.
Russia on other hand would be looking at two things:
  1. Current production of MKI will finish by 2019 and after that there would be no Russian fighter manufacturing program running.
  2. With US offering seemingly lucrative offers, it would have to persuade India to keep its loyalties with Russia intact on high end defence hardware.
PAK FA promises a lot and given a large market outside Non NATO countries who want to get their hands on a Generation 5 fighter, stakes are high.
However it needs to move quickly as J-31 should become available in near future and that will eat into UAC's market share in this niche area.
Quick development of product and successful implementation of FGFA program would be a great advertisement for same.
